POSITION SUMMARY:

The US Department of Agriculture (USDA), Forest Service (FS) is seeking support for their Cyber Security Administration and Operations Support (CSAOS) services to support and provide the expertise, technical knowledge, staff support, and other related resources necessary to perform various tasks in support of the Chief Information Office’s (CIO) Cyber Security Organization, Security Administration and Operations Support Branch.

The Cyber Security Program Management Team, the Cyber Security Administration and Operations Support (CSAOS) Branch responsibilities include:

  • Maintaining and balancing the core information security and assurance tenets: confidentiality, integrity and availability (CIA)

  • Balancing secure information access for end users and customers, while simultaneously providing oversight, policy, and compliance to protect the vital information and critical information technology (IT) infrastructure of the Forest Service

  • Overseeing and ensuring compliance with the Forest Service’s mandated requirements to operate IT investments securely, thus protecting the confidentiality, integrity and availability of the Agency data and systems

  • Enabling users to carry out the core business of the Agency, free from malicious events and impacts

  • Continuously protecting Agency data and systems

  • Providing day-to-day Cyber Security Administration and Operations, including management of boundary protections, endpoint protections, network protections, monitor and reporting capabilities, Computer Incident Response Team (CIRT), Privacy, and partners with security architecture to meet these evolving requirements

  • The team supports a workforce whose size varies by season with a maximum of approximately 42,000 end users assigned to over 1200 physical locations.

RESPONSIBILITIES:

Information Security Outreach and Awareness

  • Analyze and evaluate all communities (e.g., Research and Development, Budget and Finance, State and Private Forestry) to tailor security-related communication messages.

  • Develop and implement an outreach program to ensure continuous awareness of relevant security environmental conditions throughout the community. This shall include a monthly newsletter.

  • Develop, maintain, and execute a comprehensive security communications and training plan to expand cyber knowledge across the enterprise.

  • Support the cybersecurity stand-down on a quarterly basis.

  • Conduct cybersecurity virtual “road shows” on a monthly basis.

  • Support information security initiatives with communication planning and execution.

  • Maintain cybersecurity Web presence and update Web site with articles and information.

  • Include summary of efforts and metrics as part of the MPPR.

EXPERIENCE AND CREDENTIALS:

  • A Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related degree from an accredited institution.

  • Minimum 5 years years experience or demonstrated experience working with an IA compliance group.

  • Knowledge of IT security principles

  • Able to work in a team environment with senior IT professionals who share knowledge and experience freely.

  • Able to identify issues quickly and be able to resolve them in a specific timeframe.

  • Extremely detail-oriented and excellent in problem solving and has an ability to make good decisions.

  • Exhibit good time management skills, independent decision-making capabilities, and a focus on customer service

  • Experience effectively communicating at senior levels within a customer organization.

  • Must have excellent written and verbal English communication skills

  • Good organizational skills and attention to detail

  • Will be required to undergo and pass applicable background checks
