Vice President of Contracts

The primary responsibilities include overseeing the negotiating, structuring, and management of contractual documents that establish business relationships with vendors, customers and/or partners. This person must ensure the sourcing and selection of qualified subcontractors to meet company objectives (service, cost and quality), development and compliance oversight of subcontract policies and procedures and overall vendor relationship management. In addition, this person works across the organization to develop response-focused, technically accurate content in support of Customer RFPs and RFIs.

The position provides sound leadership, direction, planning, administration, oversight, and implementation of the policies, procedures, and objectives in accordance with the objectives and values of GNET.


Responsibilities and Accountabilities:

  • Directs the activities of a group of seasoned Subcontract Managers and coordinators to drive appropriate sourcing, qualification, terms and conditions and pricing.

  • Directs all activities associated with the life cycle management of the contract including price adjustment, financial, operation and legal issue resolution and vendor policy and contract compliance.

  • Direction to Subcontract Managers as well as Operations leadership in areas of contract compliance, vendor availability, terms, conditions and issue resolution.

  • Establishes vision and strategy for the subcontract program that integrates and aligns with GNET’s overall business and strategy

  • Establishes, maintains, and monitors subcontractor agreements to ensure ongoing support of program cost and schedule requirements

  • Develops subcontract specifications and Statements of Work as needed

  • Serves as a key interfaces to Senior Management of vendor companies as well as ongoing interface with Operations leadership at the VP level regarding vendor performance and cost management

  • Works closely with the General Counsel and Assistant General Counsel with regard to legal matters

  • Proposes and/or endorses final price and subcontract terms

  • Coordinates the Vendor and Supplier Onboarding Plan

  • Establishes and generates contract and subcontract metrics and conduct Vendor Scorecard Reviews

  • Defines Supplier Improvement opportunities

  • Control costs of subcontracting through oversight

  • Contributes to cash flow optimization through development and maintenance of effective subcontract payment terms

  • Reviews and determines appropriateness of vendor insurance and other required certificates and licenses

  • Communicates program policies, decisions and recommendations

  • Provide Customer Contract support for all phases of the Contract lifecycle to include direct vendor/service provider interaction, internal coordination, vendor/service provider negotiations, Contract execution and contracting activity measurement.

  • Oversees Contract file management/documentation and coordination

  • Serves as the of the Risk Assessment Committee Lead

  • Oversees all Proposals and as serves as customer facing Technical Sales lead

  • Development of solutions and recommendations regarding contractual issues and administration of final vendor/service provider Contract documents

  • Oversees the management all business Licensing activities

  • Supervises Contracts and Licensing personnel in execution of their duties

  • Ensures compliance with federal and state regulations

Organization Relationships This position requires exceptionally strong collaboration and interaction with geographically dispersed Operations teams as well as back office functions such as Supply Chain and Business Operations. The incumbent also works closely with Business Development and Sales to ensure ongoing alignment with the company’s objectives and priorities for new business. The role will interface with all levels within the company including the Executive team and legal counsel. * Minimum of 15 years’ experience in Contracts/Subcontracts Administration and Telecommunications related experience

  • Typically requires a minimum of 10 years of management experience

  • Requires in depth knowledge of procurement practices, contracting and vendor management.

  • Must be able to drive subcontractor negotiations to support overall business objectives in terms of service, cost and quality.

  • Exceptional ability to communicate orally and in writing

  • Familiarity with MS D365 and/or the CLM contract management system a plus

  • Ability to create reports and deliver presentations to the Executive team as needed in Power BI. Advanced MS Teams, Word, Excel and PowerPoint knowledge a must

  • Strong leadership skills – ability to achieve results through others and provide ongoing support of the Contracts and Subcontracts organization

  • Bachelor’s Degree in Business or related field

  • Masters or Advanced Degree highly desired

Certificates, Licenses, Registration and Requirements:

  • CPCM, CFCM, CPIM / CPM or Project Management Certification a plus.
