This professional work providing advice and consultation to Department leadership in the area of State and federal education data reporting to improve education and to inform policy decisions. The Education Data Warehouse Manager will be responsible for leading the integration of the Education Data Warehouse to serve the primary objectives of the Department by continuous improvement of data quality, availability and relevance. Work is performed under administrative direction. Occasional state, regional, and national travel may be required.
REPRESENTATIVE TASKS (Assignments include but are not limited to the following)
Work collaboratively with program teams to define requirements and data reporting needs that reflect the mission and goals of the Department for the education data warehouse.
Work collaboratively with Data Reporting Coordinator and Communications Director to clarify and refine public reporting needs.
Work closely with program managers to show them what is available in the Education Data Warehouse in regards to their programs and gather requirements to further expand or meet their reporting needs.
Work with the state Education Data Manager, Data Reporting Coordinator and Data Management Team to enhance and continually improve the Education Data Warehouse to respond to the needs of the Maine Department of Education’s programs, program managers and stakeholders.
Maintain documentation on sources of data and schedules to load the data into the Education Data Warehouse
Ensure that annual Education Data Warehouse data loads meet quality standards and are reviewed and approved by program managers
Management of in house or vendor support and maintenance of the Education Data Warehouse ensuring problem follow-up and resolution as well and change requests to expand the functionality of the Education Data Warehouse to the Department. This includes managing any vendor contracts.
Data mining, analysis, data modeling, and reporting to represent current and future impacts to the program and Department.
Represent the Education Data Warehouse at local, regional, statewide and national levels to collaborate with other states in order to strengthen/enhance Maine’s Education Data Warehouse program, as required.
Training of Department, district and school users, and the public on the use of the Education Data Warehouse
Create online training modules as needed.
Respond to requests for educational data from the public, school districts, MDOE staff and other groups and individuals, extracting data from Department data systems to meet data requests
Assist with data coordination with Department programs; serve as data advisor to program directors for related data events at local/state/national meetings, in order to support the needs of programs and meet compliance with all Federal and state mandatory requirements
KNOWLEDGES, SKILLS AND ABILITIES REQUIRED: (These are among the requirements to successfully perform the work assigned).
Knowledge of education programs, policies and State and federal data requirements
Knowledge of educational data and data sources including but not limited to student enrollment and other related data.
Knowledge of data collection methods and procedures
Knowledge of data quality standards
Knowledge of Federal Educational Rights and Privacy Act (FERPA) and other state and federal regulations regarding the release of data
Ability to perform data quality checks for completeness, accuracy and validity
Ability to communicate effectively
Ability to establish and maintain effective working relationships
Ability to advise on the continuous improvement of education data systems, quality data system standards and compliance
Ability to plan and organize training programs, implement and facilitate workshops, conferences, and informational sessions.
Ability to use technologies effectively – word processing, spreadsheets, database management, email, etc., including ability to use databases (MS SQL), desktop tools (MS Office) typical of those used by State government.
Ability to represent the Department on the Education Data Warehouse at local and national meetings
Experience in customer service and an ability to effectively communicate complex information about data to system users
Experience in responding to requests for educational data training and assistance with education data sets
Experience troubleshooting data quality issues
A Bachelor’s Degree in Education, Information Technology, Business Management, or related specialty area and five (5) years professional level experience in the management of educational data collection, analysis, and reporting systems.
Preferred candidates will have experience with databases and computer systems typical of those used by State government and school units; and a thorough understanding of education data and data requirements. The position requires excellent communication skills applicable to interaction with a variety of technical and non-technical audiences.
The value of State’s share of Employee’s Retirement is 20.17% of salary for confidential positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:
Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly
Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly
Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly
Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly
*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
