Duties

This is a Centrally Managed Position in the Financial Management Career Field

  • The primary purpose of this position is to serve as a financial management specialist, providing planning, directing organizing, and exercising control over non-supervisory employees assigned to various Financial Management systems. Duties to include budget, cost, requirements analysis, and program management functions. Incumbent will be assigned financial management duties with the Dayton, Ohio office located at WPAFB, Ohio.

  • Plan, organize, and direct the activities of any assigned systems ensuring that all financial services operations complies with legal and regulatory requirements and meets customer needs.

  • Exercises team lead personnel management responsibilities. Performs duties as a senior functional financial system program manager to integrate and coordinate system requirements.

  • Represents the system with a variety of installation and functional area organizations. Develops, interprets, and revises financial and business management policies and procedures.

  • Serves as senior professional Financial Manager for the branch and division.

Qualifications

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) or equivalent under other pay systems in the Federal service, that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. An example of specialized experience is comprehensive knowledge of the concepts, techniques and uses of systems management with emphasis on the program control function and major aspects of comptrollership/financial management including budgeting, estimating, forecasting, funding, cost management and analysis. This includes knowledge of the acquisition activities of the total life cycle of a program.

THERE ARE NO INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR THIS SERIES

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional comprehensive knowledge and skills in applying theories, practices, methods, and techniques of government accounting required by the Generally Accepted Accounting principles.

  2. Knowledge of personnel, EEO, safety, and security regulations, practices, and procedures.

  3. Ability to plan, organize, and direct the functions and staff of small to medium sized organization.

  4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet organization requirements and objectives within available resources.

  5. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE*:*Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

  1. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81 Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

  2. Incumbent must obtain and maintain a SECRET security clearance.
