DESCRIPTION OF DUTIES
The Program Executive Office Enterprise Information Systems (PEO-EIS) provides Information Technology (IT) support and technical solutions for the Department of the Navy (DoN) within the enterprise and business domain. PEO-EIS is responsible for overseeing life-cycle management of several Acquisition Category (ACAT) I IT programs, projects, and initiatives. In this role, PEO-EIS is accountable for the efficient and proper planning, design, implementation, and operation of shore-based DoN networks and combat support-related enterprise information systems, and is a key stakeholder for the development of requirements for future IT capabilities and operations. Oversight and management of the PEO-EIS Portfolio represents every discipline within the acquisition management field, as well as several unique areas of expertise concerning corporate finance structure and special skills regarding the Defense Property Management System. The ability to integrate all of these activities across the portfolio also is a major requirement for the support services, and an approach that focuses on the integration of many specialized teams across multiple programs.
The PEO-EIS Portfolio is comprised of several major efforts: (a) The Navy Marine Corps Intranet (NMCI)/Continuation of Services Contracts (CoSC) is a multi-billion dollar enterprise network contract serving more than 700,000 users across the Navy and Marine Corps. This program incorporates the range of Enterprise IT issues including hardware (procurement, configuration management, asset valuation and tracking), software licensing, data center management, call center management, and critical Information Assurance (IA) initiatives. The CoSC facilitates the NMCI continuation of services via Hewlett Packard. (b) Next Generation Enterprise Networks (NGEN) is the future set of DoN IT services with ACAT I program reporting requirements to the DoN, Office of the Secretary of Defense (OSD), and Congress. (c) Sea Warrior is a complex portfolio of over 20 Human Resource and Manpower Systems with significant oversight and interest at the OSD and Congressional level. (d) Navy Enterprise Resource Planning (Navy ERP) is a Navy-wide implementation of a SAP Enterprise Resource Planning (ERP) system for financial and acquisition management and supply solution that combines specialized skills in Change Management, ERP development and implementation, and acquisition support at the ACAT I level. (e) Global Combat Support System – Marine Corps (GCSS-MC) is an ACAT I global supply and maintenance system with over 35,000 users across the USMC. It is being deployed world-wide to the Marine Corps, and includes all phases of acquisition from future requirements, development, and implementation and sustainment of an Oracle ERP solution.
Responsibilities: Day-to-day duties and responsibilities include, but are not limited to, (a) Providing support that encompasses all tasks necessary in the management of software from licensing agreements and EULAs through software acquisition strategy and development, to maintenance and sustainment, (b) Performing software application/quantity analysis and interface with the service provider to understand enterprise-level software application usage and optimize future quantities/vendor agreements; participating in negotiations towards the establishment of SW licensing vehicles that are fair and reasonable for the Navy, (c) Coordinating with stakeholders to ensure understanding of software licensing and maintenance requirements as well as any planned introduction of new software, software updates, or changes in licensing schema affecting their daily operations, (d) Supporting and participating in software management efforts conducted at working group meetings, Integrated Product Teams (IPT) sessions, in-process reviews, and other meetings, preparing meeting materials and briefs from scratch, providing editing of meeting materials, writing meeting minutes with a summary of programmatic impacts, (e) Assisting in software performance management, including creation of performance metrics and management of performance metrics processes, (f) Consulting with functional subject matter experts and other related teams regarding program background information in support of software management work activities and impacts, (g) Creating and updating standard guidance related to software project management processes, roles and responsibilities and business rules, (h) Performing monitoring and coordination of software procurement and ordering, tracking quantities of licenses and assisting with the determination of realistic baselines for the Program and their customers, (i) Assisting with the development of future year software acquisition strategies and incorporating those strategies into project plans for annual funding requests to include detailed cost savings and risk analysis, (j) Performing research and assisting the team lead and Program Manager on recommendations to implement transition and integration strategies of future software applications with minimal impact to the customer; assisting with development of future acquisition strategies with detailed cost savings and risk analysis and incorporating into project plans, and, (k) Coordinating and assisting with monitoring software performance and progress against plans, baselines, and requirements; assisting in the identification and resolution of issues impacting software program cost, schedule, and performance.
The minimum qualifications include (a) Bachelor’s Degree from an accredited school in Computer Science, Engineering, IT or related field, (b) One years’ experience in a DoD, Navy or other related Federal program office environment, (c) High degree of proficiency in Microsoft Office products, specifically, Word, Excel, and PowerPoint, (d) Experience and ability to interact effectively with employees at all levels of the organization, in a diverse environment, (e) Ability to work independently and as an effective team member, (f) Ability to adapt to changing and dynamic environments and situations, to include flexibility to cope with short deadlines, (g) Exceptional verbal and written communications and presentation skills, time management skills, attention to detail and a demonstrated customer focused attitude, and, (h) Ability to work with Team Lead and make knowledgeable suggestions to improve support or work products based on day-to-day interactions with stakeholders in other departments.
An ideal candidate will have (a) 2-3 years’ experience as an analyst in support of IT programs within the Department of the Navy, (b) CAPM and/or ITIL v.3 Foundation certifications, (c) Experience with Microsoft office product suite including Microsoft licensing structures such as Enterprise Agreements and associated Microsoft application licensing configurations, (d) Experience with software procurement operations/tasks, (e) Experience in research and analysis (business case analysis) to assess the utilization of software applications to determine the most efficient and cost effective license, (f) Successful experience in tracking details related to projects and user support issues throughout the full project life cycle, and, (g) Experience with software licensing, software inventory management, usage tracking, analysis, recommendations, and implementation solutions to software issues.
