Kelly Services Proposal Costing Manager in Washington, District Of Columbia

Job DescriptionThe Proposal Costing Manager (PCM) reports to the Institutional Business Development team. It also provides support as a liaison between the IBD, Finance, and Programs teams with regards to proposal costing. Responsibilities include, but are not limited to developing cost requirements, building staff capacity in costing proposals and working with the Heifer team to respond to new business opportunities. The PCM will serve on proposal teams to develop and review cost proposals and ensure compliance with funder requirements (includes only work related to pre-award and up to and including handover to Country Offices and Area Teams). This position directly reports to the Managing Senior Director at IBD with a dotted line to the Finance Team and is located in Washington, DC.Responsibilities:A. Coordinate (and lead in many instances) the development of budgets for institutional proposals based on funder-s requirements.B. Review solicitations and provide analysis of the cost proposal requirements.C. Work with the field and HQ teams to develop and review cost proposals in response to specific solicitations.D. Design templates for different types of solicitations including USG (e.g. grant, T&M, CPFF), EC, UN, WB, etc.E. Ensures pricing models are competitive and compliant with donor guidelines.F. Coordinate closely with the technical team to ensure synergy between the cost proposal and the technical approach.G. Coordinates closely with the Finance team (at the country and headquarters levels) to ensure alignment with Heifer budgetary standards.H. Develop training resources, train and mentor staff both at HQ and in country offices on proposal costing and compliance with funder regulations and guidelines at the pre-award stage of proposal development. Participate in ongoing documentation, enhancement and implementation of enterprise resources and training on proposal costing?I. Work closely with Human Resources and Finance departments to ensure compliance with Heifer-s internal policies.J. Take part in the negotiations with implementing partners and ensure compliance with cost proposal requirements.K. Review all cost proposal documents before final submission to funders.L. Any other duties as assignedRequirementsMinimum Requirements:Bachelor-s degree in Accounting, Finance, Business Administration, Math, Science,or other area of study that includes quantitative analysis, and seven (7) years of job-related experience.Most Critical Proficiences:a) Demonstrated success in developing cost proposals for major funders including USAID, EU, UN and other bi-lateral and multilateral agenciesb) Experience managing complex, multi-partner cost proposals.c) Excellent MS Excel skills. d) Excellent negotiation skills in prime/ sub role e) Ability to meet deadlines and produce high-quality work under pressure. f) Willingness and ability to travel domestically, regionally and internationally as required.g) Ability to communicate effectively with internal colleagues and external clients.h) Strong leadership, teamwork, coaching and communication skills.
