Location: This position is located at the Small Business Administration, Office of the Chief Financial Officer, Denver Finance Center, Acquisition Division which is located in Washington, DC.
This announcement serves as a Merit and Delegated Examining Announcement. You will be asked to determine your eligibility for each during the questionnaire process when you apply on line.
Assists in procurement policy formulation, decisions and operations.
Conducts research and presents findings on contracting approaches.
Consults program offices to assist in completing procurement packages.
Conduct research on a variety of data requests related to the acquisition or procurement function.
Acts as the Contracting Officer Representative for Office of Chief Financial Officer.
Serves as Contractor Performance Assessment Reports, CPAR(s), focal point and is responsible for the collection, distribution, and control of assessments.

QUALIFICATIONS: GS-14: Four (4) years of experience (at least one (1) year at the GS-13 grade level) earned in either the public or private sector performing governmental or commercial purchasing, procurement, contract negotiation, administration, or termination functions.

You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
Selective Placement Factors : This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
The successful candidate must provide evidence of a former or current Level III Federal Acquisition Certification (FAC) or Defense Acquisition Workforce Improvement Act (DAWIA) Certification in the field of Contracting. Typically referred to as a FAC-C Contracting Level III or a DAWIA Contracting Level III. OR
You must have occupied a position in the GS-1102 series on or before January 1, 2000. You MUST submit a SF-50 documenting your series occupied on or before January 1, 2000 or you will be rated ineligible for consideration.
All qualification requirements must be met by 11:59 pm (Eastern Time) on the closing date of this vacancy announcement.
In addition to the minimum qualification/specialized experience you must have a four (4) year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You MUST submit transcripts (official or unofficial) with your application or you will be rated ineligible for consideration. If you do not meet the mandatory education requirements listed above but have occupied a position in the GS-1102 series on or before January 1, 2000. You MUST submit a SF-50 documenting your series occupied on or before January 1, 2000 or you will be rated ineligible for consideration.
