The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with offices and projects around the world. ICITAP’s mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.
Must be able to obtain a Public Trust from DOJ prior to deployment
A minimum of 10 years as a sworn law enforcement officer in a U.S. law enforcement organization, whether federal, state, or local; preferably having held the rank of chief of police, deputy chief of police, commander, major, captain, or lieutenant or the equivalent to these ranks.
Former military candidates should be able to demonstrate experience as a field-grade officer in a law and order assignment in which they conducted and supervised/managed criminal investigations; training; and internal affairs investigations.
Knowledge of the operations of a U.S. law enforcement agency, such as patrol, criminal investigations, internal affairs, recruiting, training and training academy management, budgeting and finance, forensics and crime scene management, and intelligence-led policing.
Equivalent law enforcement training will be considered in lieu of a college degree, contingent upon the training. Examples of such training may include the FBI Academy at Quantico; homicide, drug, and other specialized investigative training; executive management programs; public manager certifications; details/assignments spent with federal agencies such as the Defense Intelligence Agency, Department of State, Department of Justice, and/or military training institutions etc.
At least 5 years of senior management experience over a civilian police force or federal law enforcement agency
Experience an instructor/trainer or advisor on criminal justice agency development programs to senior management personnel of the host country
Must have the ability to form strong partnerships in a diverse culture
Ability, knowledge and experience to work overseas
Experience training others in criminal investigation and/police intelligence
Experience advising executives at state or federal levels on law enforcement/police issues and training/mentoring experience
Ability to work independently, working with minimal supervision and exercise independent judgment on a regular basis.
Overseas experience in mid-level positions on international civilian assistance missions
Current and Active DoD clearance is highly desired
Broad based investigative experience. Federal level preferred.
Foreign duty experience and proven ability to operate outside the U.S. with minimal supervision
Self-discipline and ability to follow chain of command
Ability to work effectively in a task force training concept with minimal supervision
Spanish language proficiency desired
5-7 years of experience working internationally
1-3 years of experience working in Mexico
