_Function of the Position:_

The Procurement Associate I/II provides procurement and logistical administrative support to DAI Regions within the USG Business Unit.

_Roles and Responsibilities:_

  • Under the direction and guidance of the Senior Manager, Procurement, locate, identify, and make recommendations regarding potential vendors and suppliers both domestically and internationally.
  • Generate procurement plans and price proposals and present them to the Senior Manager, Procurement for consideration.
  • Provide administrative support to Senior Manager, Procurement, in conducting competitive procurement actions including gathering Request for Proposals and Request for Quotations generation, bid evaluation process, and cost/price analysis.
  • Ensure that DAI receives the greatest value from its procurement activities by providing an analysis of price, terms, and other relevant aspects to the Senior Manager, Procurement for review.
  • Assist the project teams in developing their procurement plans and with guidance from the Senior Manager, Procurement, consolidate them into a Regional procurement plan on a quarterly basis.
  • Conduct market research, identify and recommend potential local suppliers and provide report to Senior Manager, Procurement.
  • With direction from the Senior Manager, Procurement, assure compliance with FAR regulations and DAI policies and procedures.
  • Work with freight forwarders to coordinate the transport of goods to final destination.
  • Provide procurement assistance to corporate project Delivery and field staff.
  • Maintain positive relationship with suppliers and conduct supplier site surveys as appropriate.
  • Process purchase orders in a timely and efficient manner utilizing the Oracle iProcurement system.
  • Ensure customer service by proactively identifying customer needs and service improvement opportunities and responding quickly to those needs.
  • Provide support to corporate initiatives in systems and process improvement, training, and policy formulation related to the overall procurement function.

_Additional responsibilities for Procurement Associate I/II:_

  • In collaboration with the Senior Manager, Procurement, evaluate and measure supplier performance to ensure performance meets expectations, including lead time and contract commitments.
  • Assist with supplier onboarding, as needed.
  • Work with freight forwarders to coordinate shipments of Household Effects (HHE) for DAI long-term project staff, as needed.
  • Coordinate with freight forwarders projects' closedown actions such as shipment of project documentation.
  • Engage procurement staff in effective mentorship and support regarding procurement systems, policies and procedures and general operations of procurement department.

Additional responsibilities may be necessary depending on evolving business needs.

_Minimum Qualifications:_

  • Grade (5): Minimum of 2 years of professional experience and a Bachelor's degree; or a Masters degree.
  • Grade (6): Minimum of 3 years of professional experience and a Bachelor's degree; or 1 year relevant administrative experience and a Master's degree.
  • Equivalent combinations of experience and training will be considered.

_Preferred Qualifications:_

  • Experience in the procurement, contracts, and/or grants management field, preferably with international donor-funded projects, UN agencies or NGO's on relevant programs.
  • Federal purchasing experience, preferably in an international environment.
  • Knowledge of Federal Acquisition Regulation (FAR) requirements.
  • General understanding of procurement related to restricted commodities, such as vehicles, pharmaceuticals and agricultural commodities.
  • General familiarity with the following Automated Directive System (ADS) guidelines and requirements: ADS Chapter 302 (USAID Direct Contracting), ADS Chapter 310 (Source and Nationality Requirements) and ADS Chapter 312 (Eligibility of Commodities).
  • Experience with logistics, freight forwarders and transport coordination desired.
  • Experience working in Oracle systems.

  • Ensure that DAI receives the greatest value from its procurement activities by effectively negotiating price, terms, and other areas under the supervision of the Senior Manager, Procurement..
  • Assist projects in developing their procurement plans and with direction from the Senior Manager, Procurement, consolidate them into a Regional procurement plan on a quarterly basis.
  • Conduct market research, identify and recommend potential local suppliers.
