The County of El Dorado is conducting this recruitment to fill one (1) full-time Assistant/Associate Planner vacancy for the Community Development Agency - Development Services Division located in Placerville. This is an alternately staffed position which can be filled at either the Assistant or Associate level. It will also establish a list, for a minimum of three months, which may be used to fill future full-time, part-time and extra-help vacancies.

DEFINITION: Under general supervision, performs professional County current, advanced and/or transportation planning work, including independently conducting planning studies; collects and presents data and prepares reports; may serve as a group or project leader for professional and technical personnel.

DISTINGUISHING CHARACTERISTICS: Assistant Planner is the entry-level class of this professional planning series. Initially under close supervision, incumbents perform the more routine current and advanced planning duties while learning the more skilled and complex work. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Associate Planner, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications for the higher-level class.

Associate Planner is the journey level class in this series, fully competent to perform a wide range of professional planning duties. Assignments may relate to current, advanced, environmental or transportation planning, depending upon the organizational unit to which assigned. It is distinguished from Senior Planner in that the latter is the working lead and/or specialist class providing direction to planning staff as well as performing complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment.

Examples of Essential Functions

  • Receives and processes applications for re-zoning, general and specific plan amendments, use permits, environmental review, variance and related zoning items.
  • Administers, interprets and enforces provisions of the County Zoning Ordinance, CEQA, LAFCO and other planning laws, policies and standards to potential applicants and the public.
  • Monitors status of development applications from acceptance to issuance of final permit and conducts periodic review of conditional permits.
  • Provides information and assistance to developers, property owners and the general public regarding laws, policies, regulations related to the submission of plans, processing of applications and implementation requirements.
  • Reviews, investigates, and processes various plans and applications for subdivisions, housing and commercial developments, parcel maps, variances, use permits, and business licenses; determines conformity with laws, policies, regulations, and procedures; makes recommendations, identifies problems and alternatives.
  • Plans and conducts research studies and prepares reports and recommendations regarding land use, zoning, urban design, population trends, transportation, housing, redevelopment, and community service needs.
  • Plans and conducts studies related to County transportation issues, including corridor and facility planning, traffic mitigation and traffic environmental impact.
  • Assists with the review, development, or revision of the various elements of the General Plan, environmental impact reports, plans, ordinances and other policies and procedures, and presents to various boards, commissions and committees.
  • Uses computers and software programs for various technical planning projects and studies.
  • Develops and maintains statistical reporting systems; compiles, analyzes and interprets data relating to environmental conditions, social, economic and housing trends, community needs, demographic trends, transportation and traffic projections, and zoning problems; prepares appropriate documentation.
  • Prepares a variety of written communications, including analytical reports and correspondence, and drafts of revisions to local ordinances, policies and procedures; directs the preparation of graphic materials.
  • Makes oral and graphic presentations or prepares material for presentation to the Board of Supervisors, commissions, committees and community groups; answers questions and provides information and assistance to the public in person, on the telephone and in writing.
  • May act as liaison with other agencies, departments and planning sections.
  • May instruct others in work procedures; may provide direction to others on a project basis.
  • Attendance and punctuality that is observant of scheduled hours on a regular basis.

Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

Assistant Planner Education: Equivalent to graduation from a four year college or university with major coursework in city, regional, urban, or transportation planning or a related field. Some intern or paraprofessional experience or a Master's degree in an appropriate field is desirable. Experience in processing permit applications and enforcing various building and zoning codes may be substituted for the education on a year for year basis to a maximum of two (2) years.

Associate Planner Experience: In addition to the above, two (2) years of professional planning experience at a level equivalent to the County's class of Assistant Planner.

Other Requirements: Must possess and maintain a valid driver's license. Must be willing to attend evening meetings as required.

Knowledge of:

  • Objectives, principles, procedures, standards, practices, information sources and trends of urban planning.
  • Basic transportation/traffic planning principles and practices.
  • Applicable State, federal and local laws and ordinances.
  • Application of land use, physical design, economic, environmental, and/or social concepts to the planning process.
  • Terminology, symbols, methods, techniques and instruments used in planning and map drafting.
  • Local government organization functions and practices.
  • Statistical analysis and mathematical concepts related to the planning process. Skill in:

  • Interpreting maps, site and building plans and specifications, graphs and statistical data.

  • Researching, analyzing, and summarizing planning data both manually and with computer applications.
  • Making persuasive presentations of ideas and recommendations.
  • Preparing clear, concise and complete technical documents, reports, correspondence and other written materials.
  • Instructing others in work procedures and providing specific project direction. Ability to:

  • Understand and apply federal, state and local laws, regulations, policies, procedures and standards pertaining to varied planning processes.

  • Exercise sound independent judgment within established guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
