The Water Resources program (WR) within the Department of Ecology is looking to fill a* Technical Unit Supervisor (Hydrogeologist 4)*position. This position is located in our Central Regional Office (CRO) Union Gap, WA.
The Technical Unit Supervisor position directs the Technical Unit's efforts to conduct hydrogeologic evaluations required to support decisions made by permit writers in the WRP Permitting Unit regarding applications for new water rights and changes to existing water rights.

The mission of the Water Resources program (WR) is to manage water resources to meet the current and future needs of the natural environment and Washington's communities.
Some of the key work activities of the Technical Unit Supervisor position are:
- Provides supervision to ten professional staff in the section in performing hydrogeologic and water right investigations, which includes oversight of their research, analysis, and processing of water right applications with written reports.
- Performs technical peer review of hydrogeologic activities and acts as in-house consultant to provide technical hydrogeologic services for advice and review of reports by consultants and others in the section.
- Assists in the training of regional staff in hydrogeologic water rights research and investigative techniques, including inter-program issues.
- Plans, develops, and conducts professional geologic and hydrogeologic investigations, research, and mapping of geologic formations, watersheds, basins, and aquifers to determine hydrogeologic and hydraulic characteristics and regional water resource availability.
- Investigates hydraulic continuity between surface and groundwater to determine the effect or impairment on prior water right holders and instream flows.
- Reviews and prepares technical reports, memos, letters, and bulletins pertinent to hydrogeological investigations performed.
- Directs preparation and publication of technical reports.
- Reviews reports of examination for major water right applications.
- Plans, implements, and provides project leadership for collection of data on depth to groundwater, well yields, and extent of groundwater contamination for regional monitoring well networks to determine groundwater supply, mining, storage, artificial recharge, sea water intrusion, tidal effects, or contaminant migration.
- Interprets the data for trend forecasting water level changes for ground water availability studies, effects of groundwater withdrawals on surface water, and water resource inventories performed by the water resource management division.
- Collects and analyzes other data such as relevant professional reports and publications to provide updated information about groundwater availability.
- Develops, prepares, and presents written expert testimony and testifies as an expert witness in court or administrative hearings in water right controversies and appeals.
- Works closely with Assistant Attorney General Office to support program decisions in legal processes, resolution of disputes or appeals through settlement negotiations of technical mitigation/augmentation analyses.
- Manages/coordinates projects which have been delegated in writing, or by MOA, by a Program Manager or equivalent, such as overseeing cost recovery projects.
- Meets with citizen groups, consultants, local government officials, other state agencies, and federal agencies for planning, coordination, review and direction of special projects, and coordinate support functions within the agency and in cooperation with other agencies.
- Presents programs and seminars on water resource related activities of the department and to explain hydrogeologic principles.
- Serves on a number of Ecology committees as a technical advisor to help develop policies, procedural rules, regulations, or new legislation regarding water resource management.
- Reports status of certain hydrogeologic issues and analyses to Section Manager, Program Manager, or Regional Director.

A Bachelor's degree involving major study in hydrogeology, hydrology, geology, or closely allied field
Five years professional experience as a Hydrogeologist, hydrologist, geologist, or closely allied profession at the HG2 level or higher, with possession of a current Washington State Geologist and a current Washington State Hydrogeologist specialty license.
A Master's degree with major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two years of experience
A Ph.D. degree with major study in hydrogeology, hydrology, geology, or closely allied field will substitute for three years of experience.
Special Requirements / Conditions of Employment:
Possession of a current Washington State Geologist and a current Washington State Hydrogeologist specialty license.
