The Office of the Insurance Commissioner (OIC) is seeking qualified candidates for the position of Investigator 4 (Supervisor) in our regulatory Investigations Unit within the Legal Affairs Division, located in Tumwater, Washington. This is a non-commissioned position supervising a staff of non-commissioned investigators conducting regulatory investigations.
The Investigations Unit investigates consumer complaints and other suspected violations of Washington's insurance laws. These investigations involve licensed and unlicensed individuals and entities operating throughout the state of Washington. Case complexity varies greatly from single violations to numerous violations with multiple victims involving complex financial fraud investigations.

Our OIC office is located in the City of Tumwater and is just south of our State Capitol in Olympia. The OIC Tumwater office is walking distance from a variety of restaurants, coffee shops, bus lines, and is within close access to Interstate 5 on-ramps and exits, shopping centers, and health facilities.

This Investigator supervisor position is responsible for the daily direct supervision and oversight of a team of 3 staff investigators who conduct regulatory investigations throughout the state of Washington. This position reports directly to the Investigations Program Manager.
Duties of this position include, but are not limited to, the following:
Participation in leadership of the division, including responsibility for promoting the mission and creating a positive work environment
Direct supervision of three (3) investigators, including evaluation, training and development, and direction of daily activities
Review of investigative reports to ensure that findings are supported by relevant and material evidence, and that reports are clear, concise and correct
Investigation of complex matters as assigned
Provide support and consultation to the Investigations Program Manager in continuously improving the quality and efficiency of the program
Representation of the division in agency workgroups and activities including strategic planning and business transformation
Working collaboratively across the agency on regulation of entities and activities that cross geographic and subject matter jurisdictional lines.
At least six (6) years of experience conducting regulatory or criminal investigations for a government agency. This experience must have included field work.
Strong writing, editing and proofreading skills
Excellent organizational skills, as demonstrated by the ability to balance a complex workload including multiple cases
Basic skills and experience with Word and Excel
A Bachelor's degree in any field from an accredited college or university
At least two (2) years of recent experience supervising investigators who conducted regulatory or criminal investigations for a government agency which included directing, reviewing, and correcting the work of subordinate investigators
Experience conducting and/or supervising complex financial fraud investigations
Professional certifications such as Certified Fraud Examiner or other investigative or auditing certifications

This includes conducting substantive interviews, gathering documentation and other relevant admissible evidence that is sufficient to determine if violations of law have occurred and to support the investigative findings.
