The Office of the Insurance Commissioner (OIC) is seeking candidates with strong knowledge of the insurance industry for the position of Chief Market Analyst (WMS Band 2) within the Company Supervision Division. This position is responsible for monitoring and analyzing insurer activities based on data available through the OIC and NAIC (National Association of Insurance Commissioners) databases. These efforts protect policyholders, third party claimants, and the public from harm. Occasional travel is required for training and meetings as needed.

This recruitment may be used to establish a qualified pool of candidates for agency-wide vacancies in the next six months.

Our OIC office is located in the City of Tumwater and is just south of our State Capitol in Olympia. The OIC Tumwater office is walking distance from a variety of restaurants, coffee shops, bus lines, and is within close access to Interstate 5, shopping centers, and health facilities.

In this position you will lead a team of three Market Analysts with the goal to identify improper or illegal insurance activities which initiates market conduct audits, investigations, and examinations. The Chief Market Analyst interprets applicable laws, regulations, and standards to ensure analyses are appropriately conducted.

Some of what you'll enjoy doing

  • Lead the Market Analysis Unit in reviewing over one thousand insurers annually
  • Oversee all market analysis activities to provide guidance and direction on market issues to your team
  • Approve staff analysis before the data is released into the NAIC database
  • Collaborate with other state's insurance departments regarding market analysis issues of companies doing business in the state
  • Participate in national market analysis work groups and initiatives through the NAIC and other organizations, representing Washington State and the Commissioner
  • Conduct data surveys and make recommendations for further action based on the results Qualifications

*Required *

  • Bachelor's degree in a related field such as business administration, public administration, or insurance (experience may be substituted on a year for year basis)
  • Five years of working knowledge of the insurance industry in an operational area such as underwriting, claims, internal audit, or customer service
  • Three years of supervisory experience working with varied levels of employees including training new employees
  • Intermediate level for Microsoft Word, Excel, PowerPoint, Access and Outlook Preferred

  • Related industry designations such as AIE, CIE, FLMI, CLU, CPCU, MCM, AIRC

  • Intermediate level knowledge of ACL and TeamMate software
  • Three years regulatory experience in a similar position Position Specific Competencies

Coaching and Mentoring: As the manager of three employees, you will serve as the go-to person for their unit and is the main source of on-the-job training for the unit. This includes identifying growth opportunities for employees.

Compensation: Salary will vary depending on qualifications (Up to $75,660 annually).
