This position is located in the Department of Labor, Mine Safety and Health Administration, Physical and Toxic Agents Division, Pittsburgh Safety and Health Technology Center located in South Park, PA. The Division provides technical assistance to enforcement personnel and the mining industry in the recognition, evaluation, and control of health hazards associated with coal and metal/non-metal mining industries. Field and accident investigations are conducted with respect to physical and toxic agents present in the mining environment. Information regarding harmful physical and toxic agents in the mining environment is gathered and analyzed for exposure determination, development of effective controls, development of standards and regulations; conducts surveys, demonstrations, and experiments to provide the latest scientific data in support of MSHA enforcement activities & to assist mine operators in achieving compliance with established standards of exposure; provides equipment calibration services and evaluates new and existing industrial hygiene equipment, procedures and evaluation protocols; works with equipment manufacturers to develop new monitoring equipment or to modify existing equipment to meet emerging or urgent monitoring needs. The Division deploys mobile analytical gas laboratories during mine emergencies to provide on-site field analytical services and technical expertise in the evaluation of air samples collected during mine emergencies. If selected at the GS-5 level, the position has promotion potential to a GS-7. At the GS-6 level, the position has promotion potential to a GS-7. There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval. At the GS-7, the position is at the full performance level GS-7.

The full performance level of the position is at the GS-7, duties as described are performed at the GS-5 and GS-6 level as well but the level of supervision and guidance is more involved at these developmental grades.

Serves as personal assistant to the Chief, Physical and Toxic Agents Division and provides administrative and office automation support, resolving problems associated with the administrative work of the Division and developing, maintaining, accessing and updating computer files associated with the Division activities. Provides general office support to the Division Chief and subordinate staff using a variety of electronic data processing systems, including preparation, compiling, and/or editing of correspondence, memorandums, reports, and forms incident to Division personnel administration, office management, travel preparation, preparation of requisitions – procurement and receiving reports, and production of technical manuscripts and reports. Uses personal computers linked to printers, optical scanners, modems and local area and wide network systems to store, retrieve and manipulate data and files necessary for the efficient conduct of daily operations using advanced work processing, database, and spreadsheet software packages such as PowerPoint, Access, Excel, Word, and Microsoft Mail, or their equivalents. Reviews documents for conformance with correspondence regulations, grammar, format, and special policies of the Agency. Maintains budget systems, tracks expenditures and reconciles with the Department Accounting System (DAS) used by MSHA; maintains records and reconciles monthly small purchase credit card usage; electronic control records of all technical assistance activity and all technical project activity in the Division for accountability purposes.

Oversees timekeeping activities for the Division. Records and completes time and attendance reports in accordance with rules and regulations. Tracks employee hours by category, including work time, leave time, and overtime. Verifies work hours and leave codes in the timekeeping system prior to supervisor certification of timesheets. Conducts timekeeping audits as necessary. Manages all travel activities within the division. This includes making reservations for flights, lodging and rental cars. Prepares and submits employee travel vouchers for approval.

Provides assistance to Division personnel on the intricacies and interfacing of different software packages; conducts searches on the Internet for technical information. Serves as the Division coordinator for all software requests. Determines the availability of licensed software and submits and tracks requests for new software to be used in the Division. Responsible for developing, maintaining, and upgrading the Division library and the electronic library database of technical resources. Tracks and issues resources to requesting parties.

Receives all visitors, mail, telephone calls and maintains the Division Chief’s schedule. Ascertains nature of call/mail or business of visitors and determines appropriate action. Assists personnel in searching and sorting computerized files for compiling responses to special requests; searches for, develops, formats, assembles, and summarizes information from files and documents, as requested; follows up on required actions and informs the Division Chief of their status. Recognizes the need for changes in office procedures, recommends and develops revised procedures as necessary. Maintain general filing system of correspondence, reports and other information required by Division accountability system. Schedules GSA and DOL vehicle maintenance and assists in transporting vehicles to service facilities.

Qualifying specialized experience for the GS-05, GS-06 and GS-07 sought for this position are:

At the GS-05 level

  • Experience in administrative/office work that provided sound knowledge of office automation systems, use of computer systems, basic knowledge of filing system.

  • Experience/knowledge of administrative concepts as it pertains to providing clerical and administrative support to a staff.

At the GS-06 level, in addition to the GS-05:

  • Experience reviewing documents for accurateness i.e. letters and memos.

  • Experience providing customer service support to internal and external customers. - Administrative/clerical work that provided knowledge of spelling, grammar, punctuation and required formats to produce a variety of documents in accurate and final form.

  • Experience making travel arrangements, maintaining calendars, time and attendance reports.

At the GS-07 level, in addition experience should encompass all of the experience at the lower GS-05 and GS-06 grades.

  • Experience with the advanced functions of several types of computer software packages, i.e. Microsoft Office Suite of products, such as word processing, database management, spreadsheet, PowerPoint, windows, graphics, electronic mail.

  • Advance experience in developing and maintaining data bases, handling intricate customer service request from both internal and external customers.

  • Experience planning and coordinating administrative and clerical work.
