Job Description: Sikorsky is seeking a Manager to develop and execute Sikorsky’s strategy for fulfilling industrialization obligations associated with the Turkish Utility Helicopter Program (TUHP). The Industrialization includes requirements for Sikorsky to procure goods and services (aircraft parts and assemblies) as well as engineering design services. The selected candidate will work with engineering, contracts, legal, operations, supply management, trade compliance, scheduling, and finance as well as be the primary interface with Turkish Industry and Government counterparts to negotiate, manage, and execute Sikorsky’s obligations with the Republic of Turkey and Turkish Industry.
Serve as Sikorsky’s enterprise focal point and leader ensuring that the contractual commitments are met in accordance with the TUHP Industrialization Partnership Warranty Agreement (IPWA).
Develop strategies to fulfill Sikorsky’s industrialization obligations and gain Sikorsky and Lockheed Martin executive alignment
Oversee the cross-functional / cross-organizational planning required to execute the Industrialization program.
Monitor the progress of each Buy-Back project associated with the Industrialization program. Identify risks and develop mitigation plans that meet delivery, cost, and quality objectives.
Identify opportunities to launch new Buy-Back projects within Turkish Industry to contribute to the overall success of the Industrialization program.
Support industrialization customer review meetings with the Turkish Government customer.
Develop and deliver Industrialization Buy-Back status reporting to the Turkish Government customer.
Develop and deliver Turkish Industry Investment Analysis in accordance with the IPWA contractual requirements.
Support Program Management Reviews (PMRs) and Executive Briefings on TUHP Industrialization as required.
Coordinate with Supply Management and Engineering to ensure purchase orders are issued in a timely manner to support Buy-Back obligations.
Support Supply Management and Engineering in developing negotiation strategies with Turkish Industry as required.
Perform analysis and provide guidance to Program Director and Functional leadership and as to the optimal procurement strategy for each TUHP program period to minimize fully landed cost within spend, substitution, and minimum quantity contractual constraints.
Secure funding (internal and/or external) for the financing of research and development projects where applicable
Ensure compliance with US export laws and regulations and security requirements that may be required by reason of a contractual relationship with the US government or a commercial entity

Must have knowledge of the local supply base in Turkey, working relationships with local supply base in Turkey, working relationship with SSM and a history of developing new business.
Must have knowledge of risks involved in different types of international industrialization and knowledge of Sikorsky products. Must be able to work independently as well as a part of an integrated team. Must have the ability to develop industrialization strategies from concept through execution of projects.
Must have high energy be a self-starter, manage multiple tasks, have good interpersonal skills, and a professional demeanor. Must be able to work under pressure and have good customer skills. Must be able to work with customers and maintain good customer relationships while protecting Sikorsky’s interests. Must be culturally flexible and adaptable.
Must be able to develop and communicate business cases
Must have excellent analytical, verbal and written skills.
Willing to travel internationally.
TUHP is a licensed co-production program which will enable prime contractor Turkish Aerospace Industries, Inc. (TAI) and other Turkish Industry partners to manufacture and assemble the T70 Turkish Utility Helicopter based on the S-70i™ International BLACK HAWK for various branches of the Turkish Military and for export to Sikorsky for sale to international customers.
