Act as interim Controller during Controller's absence and assist in the supervision and-or direction of work flow for staff. Provide professional and high level accounting and financial support and oversight of assigned College wide business functions and core categories of College accounts. Primarily responsible for the successful operation, management, fiscal accounting and compliance of the College's Payroll, Inventory Control (capital assets) functions and College long-term debt obligations. Promote, encourage and cultivate a positive and friendly customer service attitude and environment within these departments. Hire, train and supervise department managers and other professional accounting staff assigned to these departments or functions. Provide financial-accounting assistance and monitor the fiscal compliance related to the Facilities Department in respect to operation and maintenance of plant and building projects. Provide budget and data analysis, make recommendations, and assist management in interpreting and resolving financial related problems within time deadlines. Assist in the preparation of the College's annual financial report. Oversee the payroll and fixed asset subsidiary computer system to insure the systems operate as intended and accurately feed data to the Financial Accounting System. Responsible for risk assessment in assigned areas and for on-going monitoring of College-wide compliance with financial related policies, procedures, laws, regulations and established internal controls. Propose and develop fiscal related policies, procedures, guidelines or instructions. Conduct both formal and informal accounting system training to College users. Propose and approve journal entries and otherwise monitor the accuracy and integrity of the College accounting system and data. Assist internal and external auditors and assist in the resolution of audit findings and issues. Coordinate and maintain excellent working relationships with IT and other College departments regarding all fiscal matters under the responsibility of the Controller. Assist the Controller with on-going financial analysis and other duties and projects as needed. This is an at will position. Essential Responsibilities and Duties Supervise managers of the Payroll, Inventory Control departments, and other assigned professional accountants regarding financial accounting and achieving department objectives. Promote, encourage and cultivate a positive and friendly customer service attitude and environment within these departments and staff. Recruit, hire and train quality personnel to successfully accomplish the day-to-day operations and goals in a multi-campus environment. Provide on-going coaching of subordinates and conduct employee performance appraisals. Plan, conduct and otherwise attend department or staff meetings. As applicable, prepare an annual financial budget, and manage the budget by approving expenditures and reviewing monthly budget transactions for propriety.
