ORGANIZATIONAL LOCATION: Department of Health & Human Services (HHS), Indian Health Services (IHS), Northern Plains Region, Great Plains Area, OB Nursing Department,* Rosebud, South Dakota. *Position reports to the Supervisory Inpatient/OB Nurse.

This Open Continuous Announcement (OCA) allows acceptance of applications throughout the year with eligible applicants being placed on the OCA register and referred for consideration as vacancies occur. The first Cut-off date for receipt/referral of applications to be considered for available vacant positions will be 04/15/2016. Other Cut-off dates will be established based on the date requests for List of Eligibles are received to fill other vacancies. 10 pt. Major Duties:

  • Assess the biophysical, psychosocial, emotional,educational, spiritual, cultural needs of patients on the unit.
  • Develops a plan of care for individual patient utilizing nursing diagnosis.
  • Formulates nursing interventions based on appropriately identified nursing diagnosis.
  • Operates specialized equipment which may include cardiac monitors, ventilator, defibrillator, pulse oximeter, infusion pumps, warning/cooling devices, central lines, etc. Maintains proper equipment checks with units policies and procedures.
  • Evaluates outcomes, reassess and revises the plan of nursing care. Consults with physicians and other health care professional on patients to obtain diagnostic and therapeutic assistance and coordinate needs.
  • Participates in education, in-services, certification training(s) and other nursing policy and procedures.

BASIC REQUIREMENT(S): *GS-09:*Master's or equivalent degree; OR, Two (2) full years of progressively higher level graduate education); OR, One (1) year of specialized experience equivalent to at least the GS-7 grade level.**

GS-10: 1 Full year of experience equivalent to at least the GS-09 level.

LICENSURE: Applicants will be required to verify they possess a current, valid, unrestricted license in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a Territory of the United States.

EVALUATION OF EXPERIENCE:Experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. At GS-9 grade level and above, many positions require experience in a specialty area of nursing. SPECIALIZED EXPERIENCE:For GS-9 grade level, you MUST have one (1) year of experience (equivalent to the GS-7 grade level) that included duties such as: Develop and implement a plan of care for assigned patients based on the nursing process. Provide nursing interventions based on established plan of care and evaluate effectiveness. Operate and maintain specialized equipment. Provide nursing leadership in promoting and improving care quality. Provide patient care in other areas as assigned within documented competency levels. Documents nursing activities regarding direct patient care, quality improvement, infection control, assignments, etc. EXAMPLES OF SPECIALIZED EXPERIENCE:Knowledge and Experience providing obstetrical nursing to antepartum patients, Providing obstetrical nursing to labor and delivery patients. Experience with high-risk obstetrical patients. providing newborn care to pediatric patients.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
