Main Purpose of Job
The position's main responsibility is to supervise a team of residential Assessors in a local assessment office.
- Schedules and directs the activities and assignments of a team of assessors.
- Assigns, reviews, and evaluates the work completed by subordinate assessor staff.
- Coordinates the inspection of new construction sites and the processing of new improvement accounts. Oversees the analysis of existing market data, applications of standards and appraisal techniques used by the assessors to determine the value of land or buildings.
- Monitor and complete assignments delegated to them by their supervisor.
- Assist with the processing of new accounts created by plats.
- Conduct property inspections and meet with customers.
- Coordinate and assist with the removal and processing of improvements that have been damaged or razed. Reviews sales analysis and ratio studies to assure property valuations are reasonable and correct.
- Oversees levels of hearings the Assessors conduct with customers.
- Trains and instructs subordinate staff on job duties and responsibilities and ethical and professional conduct.
Education: A bachelor's degree from an accredited college or university. Completion of the International Association of Assessing Officers Courses 101 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
Experience: Four years of professional appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code.
Note: Additional appraisal experience involving the valuation of real property may be substituted on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Ability to lead/supervise subordinate assessors in the agencies mission and goals.
Knowledge and experience in holding appeals in Tax Court at all levels.
Knowledge and experience using the Microsoft Office suite and in an automated assessment valuation system.
LIMITATIONS ON SELECTION
Must be willing to work at the Prince George's County Assessments office.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
Upon appointment, persons possessing real estate broker or sales license, or a license to sell insurance, will be required to put same in an "Inactive " status.
Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
