Raytheon Sr Contract Negotiator, Seapower NATO Programs in Portsmouth, Rhode Island

Job Description: Raytheon IDS currently has a need for a Senior Contracts Negotiator (or Contracts Manager) in our Seapower Capabilities Systems IMS business area. This position can be located in Portsmouth RI or Tewksbury MA with reporting responsibility to the Seapower IMS Programs Senior Manager, Contracts. The individual would be responsible for Direct Commercial Sales (DCS), Foreign Military Sales (FMS) and Domestic US Navy based contracts leadership for a diverse NATO based portfolio of programs and customers. DCS/FMS international customers currently include a diverse cross section of countries in all regions of the world. The US Navy is a domestic US Gov’t contracting authority. This individual would have central responsibility for interface within the NATO Portfolio of Programs, as well as with IMS, SCS and IDS leadership. The individual should possess an understanding of international direct commercial sales contracting; experience in either FMS and US contracting; and US and international export / import regulations. Duties will include participation in front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Candidate must be able to readily adapt in a challenging, fast-paced environment. The Contract Professional supporting this key business area is responsible for management of the customer relationship, the provision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts that are critical to IDS and SCS Programs. Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision. PLEASE NOTE – This role will be filled at Salary Grade A04 or A05 level dependent upon the qualifications of the applicant of choice as determined by the hiring manager . PLEASE NOTE #2 – Relocation Support will be capped at a budget of $15,000.00 for the applicant of choice if they are eligible under company policy. Required Skills: Six years of experience in a contracts, business, or related field. Demonstrated ability to broker internal and/or external solutions to complex program, contract or financial problems that have general impact on annual operating plan (AOP) performance. Understanding of contract & financial structures, pricing strategies, policy & procedure and compliance principles. Working knowledge of U.S. Government acquisition and related regulations, e.g. FAR, DFARS, and ITAR Desired Skills: 10+ years of professional experience highly desired Familiarity with the Integrated Contract Management System (ICMS) Knowledge of basic financial business principles and an understanding of applicability to contracts and business Ability to concurrently work multiple projects with strict deadlines. Strong business acumen with the ability to recognize risk elements in business transactions Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations. Must have the ability to work within a team and to foster teamwork and trust.
