Description

Location: a customer designated location.; the project will last 3-6 months

  • Location:

  • Possible field position in Florida or Georgia. Location may change and is dependent on project needs

  • Job Description:

  • Roles will include developing and validating the Scopes of Work (SOW) and estimate cost for work- to-be-completed based on a provided site inspection report and Damage Description Dimension (DDD) provided by a site inspector in the field.

The Estimator will review the site inspection report and

DDD provided by the Site Inspector, along with any additional supporting documentation provided by the

PDMG, and develop the Scopes of Work (SOW) and cost estimate to return the damaged facility to its

pre-disaster condition, utilizing quotes, historical costs, RS Means, Bidx, or other

cost estimate sources (as approved by the Standard or Specialized Lane TFL).

If an Applicant chooses to develop

the SOW and cost estimate, the Estimator reviews the SOW to ensure the SOW aligns with the

DDD which was codified in Phase 2, and validates the costs to ensure they are reasonable.

Qualifications

Technical Knowledge, Experience, and Expertise :

  • Successful candidates should:

  • Be proficient with providing

technical expertise to assist in the completion of the following tasks:

  • Preliminary Damage Assessments

(PDAs)

  • Public Assistance (PA) Disaster

Operations

  • Project Formulation

  • Project Management

  • Project Closeout

  • Be experienced

with and able to identify special considerations that will affect the

scope of work and funding for a project, prior to initiation. Special

considerations include the following:

  • Insurance

Considerations:

  • PA projects

cannot duplicate benefits from other sources; must be able to recommend

adjustments to estimate eligible costs.

  • Environmental

Compliance:

  • When

providing funds under the PA program, candidate must be familiar with

and consider a range of Federal laws, regulations, and Executive Orders

that apply to the use of Federal funds, including:

  • The National

Environmental Policy Act (NEPA);

  • The Endanger

Species Act;

  • The Clean

Water Act;

  • The Clean

Air Act;

  • The Coastal

Barrier Resources Act;

  • The Coastal

Zones Management Act;

  • The Farmland

Protection Policy Act;

  • The Fish and

Wildlife Coordination Act;

  • The Resource

Conservation and Recovery Act;

  • The Wild and

Scenic Rivers Act;

  • Executive

Order 11988 – Floodplains Management;

  • Executive

Order 11990 – Protection of Wetlands; and

  • Executive

Order 12898 – Environmental Justice.

  • Must be able

to review projects for compliance with environmental regulations and

prepare assessments, surveys, reviews and other documents related to

potential areas of impact across environmental, public health and

safety, and economic sectors, as required.

  • Historic

Preservation Compliance:

  • Must be

familiar with the National Preservation Act and apply requirements to

PA projects to include; identification of historic properties and

evaluation of the effects of PA projects on historic properties, together

with reviews and/or historic recordation.

  • Hazard

Mitigation:

  • Must be

familiar with implementing cost-effective actions to prevent or reduce

the threat of future damage with critical infrastructure systems or

critical infrastructure components.

  • Debris and

Other Emergency Operations:

  • Must be able

to evaluate debris removal operations and emergency protective measures

performed to eliminate or reduce immediate threats to the public.

  • Must be able

to monitor and document daily activities of debris removal operations.

  • Information

Technology:

  • Must be able

to provide technical expertise to employ GIS in the facilitation of the

delivery of the PA program.

  • Training:

  • Ability to

provide training expertise in the development of training courses.
