Reporting to the Regional Director for United States and Canada (USCA), the Regional Manager, Purchasing Operations is a new and strategic role within the global supply management (GSM) function. As such it requires a talent whom can establish new teams, business links and processes. It is a challenging position that combines value capture, operational excellence and risk management activities.

S/he will have to quickly learn PPG, our Strategic Business Units, methodology and materials and products that are sourced and manufactured. In order to become successful and make a significant impact s/he will be responsible for populating and aligning the new regional raw material team to dedicated roles and establish an operating interface between the USCA regional and global raw material teams.

Essential to success will be developing a central transaction team for the region and addressing the current payment issues, delivering 4% of savings and a 5 day working capital improvement from improved sourcing arrangements. S/he will also undertake category planning and prioritization based on opportunity analysis and ensure that all managed spend is subject to an in-depth sourcing review every 2 years. Supplier management is also critical and for the top 10 suppliers per category, develop and maintain detailed commercial plans that result in demonstrable performance improvement.

In this role, s/he is also responsible for the leadership, supervision and coaching of a team of Raw Material Sourcing Agents who are responsible for the competitive sourcing of $200 - $300 million of spend and the execution of purchasing agreements and transactions.

This newly formed team will be responsible for excellence in:

  • Purchasing execution activities associated with the entire packaging and raw material spend in the region. This involving ensuring site requirements are known and documented and that new supplier agreements are implemented in a timely manner. This will include ongoing supplier service level monitoring and ensuring that contingency plans are established for critical materials.

  • Efficient processing of all transactions within USCA via a newly formed shared service for the region. This covering all purchasing transactions across general purchasing and raw materials, but excluding logistics. This team will be responsible for all price and contract administration within related systems and reducing price discrepancy and payment issues through root cause analyses.

  • Competitive sourcing for all raw materials and TSS chemical sourcing for the region that are not handled by the newly established global raw material team. This will include the supervision of dedicated sourcing agents and the ongoing coaching of strategic sourcing, negotiation and supplier management techniques.

Additional Responsibilities:

  • Develop and populate the structure of the team. Match the capability of the team to activities and address resource gaps through active recruitment.

  • Risk Management and ensuring that critical materials are identified through in-depth segmentation and protected through supplier performance monitoring and contingency planning.

  • For each site, ensure that specific requirements are known and documented and that new sourcing agreements are implemented in a timely fashion to prevent value leakage.

  • On a quarterly basis, formally meet with key site and regional stakeholders to identify upcoming needs and to ensure alignment and support for GSM initiatives.

  • Install processes that ensure pricing and contract agreements are updated within relevant systems (SAP/Oracle/ Tandem/ Ariba etc.) in a timely and accurate fashion.

  • Work in association with accounts payable and sourcing teams to perform root cause analysis and improvements to P2P.

  • Proactively review processes for adherence to ICSP requirements and ensure that the team are trained and address issues of non-compliant behavior.

Minimum or Required Qualifications

  • Bachelor's Degree

  • At least ten (10) years of purchasing or supply chain leadership experience within the chemicals industry, and to include purchasing operations

Preferred Qualifications(in addition to Required Qualifications)

  • MBA

  • Purchasing certifications (CPM,CPSM)

    Skills:

  • Proven ability to drive change within a regional and x-SBU environment.

  • Excellent oral and written communication skills with a strong business acumen and ability to influence at all levels, including the plant manager level and above.

  • Structured and process orientated with experience of achieving continuous improvement .

  • Ability to motivate and coach teams towards stretch goals. Capable of tough people calls.

  • Strong ability to implement best in class procedures/practices with the ability to drive positive change.
