This position is located at OMAK, Washington. The purpose of the position is to provide support by managing patient requests, health information, and flow of patients through the Medical Department. The position reports to the Medical Records Administrative Specialist, Colville Service Unit. The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. To qualify for the GS-04 level, you must show evidence on your resume of at least one year of general experience equivalent to at least the next lower grade level (GS-03) or equivalent experience in the private or public sector. Examples of general experience that meets this requirement include: progressively responsible work that demonstrates ability to gain knowledge of, and skill in applying, standardized available medical facility services, medical terminology, and procedures of each serviced unit sufficient to: give instructions to patients and arrange appointments; schedule in-patient appointments and consultations with various clinics and services throughout the medical facility; record in patient records a variety of physicians' orders involving patient activities, diets, tests, and medications; and record telephone messages pertaining to detailed laboratory reports, x-rays, and test results, and refer urgent ones to appropriate professional staff for immediate action.OR you may substitute for experience 2 years education above high school.
To qualify for the GS-05 level, you must show evidence on your resume of at least one full year of specialized experience at or equivalent to at least the next lower grade level (GS-04) or equivalent experience in the private or public sector. Examples of specialized experience that meet this requirement include: interview patients to obtain information for registration for services at a medical facility, enter required information into an automated Patient Registration System; assist patients in completing forms; determine eligibility of patients who are seeking health care services in accordance with established guidelines; explains the billing process to beneficiaries, initiate a new health record or advise to have retired patient record reactivates. Initiate admission forms. OR you may substituted for experience four years education above high school.
Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below.
Office Automation (OA) Duties: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
