The Health Care Authority (HCA) is Washington's largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines, and less than one mile from the freeway.

Position Objective: The Policy, Planning & Performance Division Lean Transformation Specialist provides expert advice and consultation regarding innovative and highly effective strategies to align strategic management approaches with agency initiatives, strategic goals and business decisions to the Health Care Authority.

The Continuous Improvement Specialist is responsible for coordinating and overseeing complex projects involving agency-wide enterprise initiatives to improve business systems, leadership capabilities, customers' satisfaction, employee engagement, and business processes. The Lean Transformation Specialist uses professional performance techniques and provides expert level technical and consulting skills in data analysis and communications to accomplish the following objectives:

  • Under the direction of the Process Improvement Manager, serves as an agency-wide expert that provides professional advice, consultation, guidance, coaching, and training for process improvements and project oversight for the project sponsor on all aspects of a particular project- whether related to Lean or other program­ related projects as well as sustain continuous improvements.
  • Serves as a subject matter expert in the planning, executing and finalizing agency processes improvement projects, which support critical strategic initiatives and transformational goals, including Results WA
  • Coordinates and oversees the completion and implementation of process improvement projects and initiatives involving agency-wide strategies to align strategic management approaches with agency initiatives, strategic goals and business decisions, ensuring full optimization of organizational resources and efficiency of business operations.
  • Functions as an expert in researching and analyzing complex, unprecedented issues and risks impacting the agency, its members and stakeholders. Ensures deliverables meet project requirements and are delivered on­ time.
  • The Continuous Improvement Specialist supports HCA's development of a culture of continuous improvement and the evolving opportunities and risks in an ever-changing business environment and ensures improvements are measurable and outcomes are communicated. This position will perform the following work:

  • Under the guidance of the Process Improvement Manager, provides leadership and expertise in the management and implementation of appropriate process improvement tools and methodologies, including Lean

  • Consults and take on strategy, prioritization, resourcing, and deployment of process improvement activities.
  • Assist in development of the deployment strategy to build the capacity and culture for continuous process improvement that is critical to the agency's success.
  • Alongside the Process Improvement Manager, implement a strategy for agency training and development in Lean and other process improvement thinking and tools. Coach, instruct, and develop business process owners and improvement teams.
  • Design and facilitate effective change management strategies

  • to help business process owners and customers migrate from current processes to future processes in order to gain and sustain improvements as well as employee buy-in and engagement for improvements. ,

  • Provide expertise and guidance to process improvement practitioners throughout the agency to ensure they are supported in their improvement efforts and consistent in their approach, methodology, and outcomes.
  • Identify team members, subject matter experts, stakeholders and other interested parties to conduct successful improvement projects. Develop and complete detailed workflow analysis of processes, identifying process waste, constraints, and inefficiencies, and formulate preliminary recommendations for improvement.
  • Collaborate with business process owners to develop, gather, and analyze meaningful performance metrics to demonstrate the value and results of process improvement activities.
  • Lead discovery analysis on anticipated and potential positive and negative impacts of decisions and changes to work processes.
  • Alongside the Process Improvement Manager, develop and implement an internal and external project or strategy deployment plan, in collaboration with executive leaders and communication that addresses content, strategy, tactics, and results reporting and engages staff in meaningful ways.
  • Facilitate development and documentation of implementation plans after improvement decisions are made.
  • Provide all re orts required by HCA, OFM, the Legislature and other key stakeholders in a timely manner.


Required Qualifications: Bachelor's degree in public administration, organizational leadership, business, or related field.


Formal Lean practitioner training such as the Lean Practitioner Path through the Governor's office or Lean Six Sigma Green Belt certification.


Three years of relevant practical experience in process improvement, organizational development, or related disciplines.

Additional ways to qualify:

Experience may be substituted for the degree on a year for year basis in the following way:

  • Successful implementation and management of an organizational Lean program; professional Lean practitioner experience; and or Six Sigma Black Belt certification
  • Experience in contracts, including drafting, reviewing, and implementing agreements (in a medical or state government setting)
  • Outstanding written and verbal communication skills
  • Excellent interpersonal skills
  • Ability to work with diverse groups of people and to work collaboratively with others
  • Demonstrated ability to problem-solve, prioritize workloads, meet deadlines, and provide independent strategic direction/decision making
  • Demonstrated experience facilitating large, complex, cross-functional teams.
  • Experience leading others through change and adversity
  • Attention to detail and accuracy, commitment to excellence, and strives for continuous quality improvement
  • In-depth knowledge of, Lean and continuous process improvement methodologies.
  • Lean Six Sigma Green Belt Certification Preferred/Desired Qualifications:

  • Master's degree in public administration, business, or related field

  • Knowledge of rule and policy making in a state government setting and the area of health care
  • Experience with federally funded projects or programs
  • Practical experience and proven success in program development, implementation, continuous improvement, and model integration.
  • Performance measurement and change management expertise desired.
  • Experience in developing or facilitating strategic planning, development, translation and strategy deployment
