Location: This position is located at the Small Business Administration, Office of Government Contracting and Business Development, Office of Contract Assistance, Area 1 Office, which is located in Boston, MA with a post of duty at either the Picatinny Arsenal in New Jersey, the SBA New Jersey District Office in Newark, NJ or the SBA Branch District Office in Rochester, NY. This announcement serves as a Merit and Delegated Examining Announcement. You will be asked to determine your eligibility for each during the questionnaire process when you apply on line.
Review and evaluate contractors' historical procurement records, current requirements, source lists and procurement plans and programs in order to identify potential subcontracting opportunities for small and small disadvantaged business firms. statements.
Identify and develop lists of small and small disadvantaged business sources in order to recommend alternative procurement sources to contractors for purchases currently being made to large business.
Review, evaluate and prepare reports on portfolio prime contractors' programs for subcontracting plans and make final determination of contractors' compliance with the requirements of Public Law 95-507 and the Office of Federal Procurement Policy (OFPP) policies.
Appeal subcontracting awards made to other than small business when the prime contractor fails to provide maximum practicable opportunities to previously identified qualified small business sources.
Perform plant surveys of small and small disadvantaged business firms to determine if they are qualified to produce and deliver in specified time frames, complex equipment and systems for subcontracting opportunities with prime contractors.

QUALIFICATIONS: GS-13: One year of specialized experience (equivalent to the GS-12 grade level in the Federal service) obtained in either the private or public sector applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support business for compliance with regulations pertaining to federal contracts or subcontracts and reaching conclusions that small businesses are eligible to compete for federal related contracts (i.e. Contract Development; Supplier Training; Supplier Development).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
