Under general direction, Equal Employment Opportunity Officer assists in the development, implementation and evaluation of statewide equal opportunity and affirmative action programs.
This a new position for the Department of Motor Vehicles (DMV), Director's Office located in the DMV HR Services Section. This position requires statewide travel to conduct employee training and administrative investigations, and is one of 15 permanent positions assigned to provide services to approximately 1,250 positions/employees. The ideal candidate is detailed-oriented, communicates well orally and in writing, and can effectively interact with a variety of individuals, including DMV employees, employees of other State agencies, applicants, public, etc. The ideal candidate is knowledgeable in employment laws and can strictly adhere to maintaining highly sensitive and confidential information.
Under the direction of the DMV Services Manager 3, this position plans, organizes, manages and directs a comprehensive Diversity and Equal Employment Opportunity program for the DMV and is the Department's American's with Disabilities Act Amendment Act (ADAAA) Coordinator.
* * The ADAAA Coordinator must be able to enter into dialog with employees, customers and the public with the goal of producing an appropriate and reasonable accommodation. This process includes an interactive process to include extensive documentation, research and verbal communication. The position will manage employee complaints by researching the complaints to prepare the department's defense to internal and external agencies as required;
develop, maintain and implement procedures, policies, and guidelines to ensure the Department is in compliance with equal employment opportunity laws, regulations and case law; network and conduct outreach to develop contacts to attract candidates from protected classes and veterans; develop and conduct diversity and equal employment opportunity training; and create and maintain statistics to be analyzed and produce necessary supporting documents.
The designated Investigation Coordinator will plan, organize, manage and direct a comprehensive internal program for the DMV. The Investigation Coordinator conducts administrative investigations, ultimately producing a professional and grammatically correct written report and works with DMV HR Professionals to ensure reports contain appropriate information. This position trains management on the investigations process; selects and trains DMV staff on conducting investigations to include duties such as reviewing and approving investigation questions, and reviewing and approving reports; develops and maintains logs, performance measures and other reports; works with outside agencies conducting investigations on DMV staff; and assists and schedules interviews and reviews materials and reports.
The position provides consultation, mediation and resolution options to employees, supervisors, managers and DMV HR Professionals regarding employee relations; develops, maintains and implements department policies, procedures and guidelines; develops and implements training programs for employees, supervisors and managers in areas such as communicating, coaching, and the grievance process; assists supervisors and management in responding to grievances in conjunction with the DMV HR Professional; and develops and maintains logs, performance measures, reports, etc.
The position is pivotal in cultivating and developing DMV employees in career planning for future opportunities at the DMV and will train supervisors and managers on developing and maintaining desktop procedures. This position requires statewide travel to conduct employee training and administrative investigations.

Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business or public administration, human resource management, psychology or related area and three years of progressively responsible professional experience in AA and EEO compliance planning and reporting; OR an equivalent combination of education and experience.
A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
Additional Position Experience
This position requires experience responding to Nevada Equal Rights Complaints and/or Equal Employment Opportunity Notice of Charge of Discrimination complaints, which must have included researching and compiling the written position statements and preparing and/or participating in the settlement conferences.
This position requires administrative investigations experience which included performance and behavioral concerns, Title VII complaints, and/or workplace violence complaints. Experience must have included coordinating interviews, writing questions, interviewing complainants, accused and witnesses, and writing the investigation report in a professional, grammatically correct format and adhering to strict timelines.
This position requires statewide travel to conduct employee training and administrative investigations.
