Description

Position Purpose:

Responsible for PMS procurement (focus on MRO & Service in plant) to execute a RFx (3 bids and a buy) for purchases, with basic responsibility of coordinating PRTP process, monitoring supplier performance about cost, delivery & quality. This position reports directly to Songyuan plant Purchasing Supervisor.

Principal Accountabilities:

Manage/execute procurement transaction processes (60%)

1. In plant:

The owner for the cost, quality, delivery for the category assigned e.g., MRO, service(for base capex)

Responsible for purchasing requests are processed for materials/goods, services, including all the process of PRTP (purchasing request to payment)

Existing contracts: implement the contract and communicate with contract owner if need

Without existing contracts: organize biddings or collect quotations, and recommend supplier with the alignment of stakeholders

2. Back to Nanjiing:

Focus on non-strategic spend and suppliers; Conduct tactical RF(x), 3-bids and a buy for spot buys; Negotiate medium term agreements with low spend, including capex ;

Work with operation team and support them if any supplier performance issues

3. General

Identify and implement improvements for procurement transaction processes within the business

Catgory Management & Supplier Management (35%)

Supplier Management:

1. Supplier selection: collecting supplier bids and perform analysis of results to make decision with stakeholder (e.g. determining best value supplier from multiple quotes)

2. To negotiate contract terms and conditions

3. Build win-win relationship with key suppliers

4. Contact supplier and identify variances with supplier contract terms & conditions (systematic quality or service problems, etc.), work with other function teams to resolve supplier issues

5. Escalate more significant issues to Strategic Sourcing for the Global selected suppliers

6. Regularly review the performance of key suppliers

7. Align service level agreement with suppliers and conduct provide SRM to non-strategic suppliers, including review of performance measurement with suppliers and action plan to improve

8. Conduct supplier qualification

Procurement Reporting & Tracking (5%)

1. Track and report based on aligned performance metrics, including value captured: to submit the monthly KPI & value (saving) status to management

Qualifications

Education, Experience, Skills:

* Education* (includes formal education, certifications, accreditations, etc):

* 1. * Bachelor degree in Engineering (Mechanical/Electrical/Construction) /Procurement/Supply Chain etc.

Experience:

1.3yearsprocurementexperience,MRO or construction servicewill be prefered

2.Familiarwith bid process, included but not limited to pre-qua,compile RFP documents, bid open, organize clarification meeting, supportevaluation

3.Experienceof how to deal with supply market, supplier management and cost drivers is amust

4.Experiencein plant procurement environment will be preferred

Experience of sourcing willbe a plus
