The Role :

Capital One’s Information Security & Risk Management (ISRM) organization is designed to safeguard information assets and maintain defenses to avoid a breach of information, provide a framework for managing risk associated with protecting information, and raise awareness of the importance of protecting information and the responsibilities we all share to protect Capital One. These practices are essential to maintaining Capital One’s customer and stakeholder trust, competitive edge, financial position, legal/regulatory compliance, and growth strategies

As the ISRM Budget Analyst in the ISRM Cybersecurity Resilience and Strategy Organization, you will responsible for supporting the ISRM investment, budget execution, and resource planning processes and reporting to enable effective decision making and delivering business value for ISRM and Capital One as a whole.

Specific responsibilities include:

  • Support the ISRM capital planning, forecasting, and reporting processes to include analyzing a variety of financial information (e.g. revenues, expenditures, cost projections, vendor agreements.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.

  • Help to develop ISRM’s 3-year investment planning to include validating resource requirements for new projects, planning for amortization of costs, identifying budgetary risk, and ensure alignment with ISRM’s 3-year strategic plan. Support the intake process for new ISRM projects for budget and contracting purposes through the portfolio governance process, inclusive of IT projects and broader strategy initiatives that align to portfolio roadmaps.

  • Managing portfolio management artifacts, decisions, communications, metrics, and reporting.

  • Collaborate with internal and external personnel (e.g. other financial administrators, auditors, vendor managers and service level team leaders, etc.) for the purpose of reviewing budgets for services and programs.

  • Conduct internal reviews for the purpose of ensuring program operations are within budget and in accordance with fiscal practices.

  • Facilitate meetings and workshops for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as the financial representative of the department.

  • Maintain a variety of manual and electronic fiscal information, files and records for the purpose of providing an up-to-date reference and audit trail.

  • Participate in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform the functions.

  • Prepare a wide variety of materials including but not limited to annual budgets and financial reports for the purpose of documenting activities and meeting compliance requirements which may provide supporting materials for requested actions.

The person will have :

  • Demonstrated project portfolio management skills (project intake, resource demand planning, budget management, forecasting, revenue planning, and vendor agreements)

  • Product or portfolio roadmap planning experience

  • Strong project management skills

  • Strong focus on collaboration, team building, and customer service

  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders

  • Effectiveness working diplomatically across teams with varying objectives.

  • Strong oral and written communication skills across all levels

  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information

  • Facilitate governance, project reviews, steering, and other project related meetings

Basic Qualifications:

  • At least a Bachelor’s Degree or Military experience

  • At least 3 years experience in budget execution or financial management

  • At least 2 Years of Portfolio/Project Management experience

  • Advance Microsoft Excel skills

Preferred Qualifications:

  • Masters / MBA degree (Accounting or Finance degrees)

  • At least 5 years of Portfolio Project Management experience

  • At least 2 year familiarity with an Agile/Scaled Agile Framework (SAFe)
