This position is located in the Department of Labor/EBSA, Kansas City, MO.
The Regional Office is responsible for planning, directing, and administering a program of enforcement to ensure maximum compliance throughout the geographical jurisdiction of the Office with the Employee Retirement Income Security Act of 1974 (ERISA) and the criminal provisions of the United States Code as they relate to the employee benefit plans.
This position has promotion potential to GS-12. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

GS-9: Plans, conducts, and coordinates civil and criminal investigations or reviews of small single or multi-employer plans or service providers. Researches and reviews a variety of background materials, plan reports, case files or previous audits/investigations, and other information related to the entity being reviewed, as well as applicable policies, regulations, and guidelines. Initiates contacts and holds discussions with plan officials, their financial and legal representatives, and banking, insurance company, securities and investment firm, and real estate company, and other fiduciary and service provider representatives. Examines records, plan and service provider operations, financial and accounting systems and operations, reports, and other data necessary to assess the appropriateness inappropriateness of specific issues or transactions being audited.
GS-11: Plans, conducts, and coordinates civil and criminal investigations/audits of moderate size single or multi-employer benefit plans, service providers, trust departments, and other financial entities having relationships and conducting transactions with the plans. Initiate and arrange for meetings, conferences, and discussions with plan officials, service providers, and their legal and financial representatives to explain the purpose and scope of investigation/audit, ERISA requirements and EBSA policy and procedures and conduct formal interviews. Examine and analyze employee benefit plan financial records, employee benefit plan operating procedures to determine compliance with plan documents and ERISA, Form 5500 series of annual reports with financial statements and audit reports prepared by plan's accountant and fidelity bonding to determine coverage and adequacy in accordance with ERISA.
GS-12: Independently plans, conducts, and coordinates civil and criminal investigations of large and varied employee benefits plans, service providers, trust departments, and other financial entities having relationships and conducting transactions with the plans. Examine and analyze employee benefit plan financial records, employee benefit plan operating procedures and financial control systems to determine compliance with plan documents and ERISA, Form 5500 series of annual reports with financial statements and audit reports prepared by plan’s accountant and fidelity bonding to determine coverage and adequacy in accordance with ERISA. Prepare comprehensive and well-documented investigative reports.

GS-09: One (1) year of specialized experience equivalent to the GS-7 level in the Federal Service. GS-11: One (1) year of specialized experience equivalent to the GS-9 level in the Federal Service. GS-12: One (1) year of specialized experience equivalent to the GS-11 level in the Federal Service.Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-9: In addition to "basic education requirement" one (1) year of specialized experience is required as listed below. Some examples of qualifying experience include: experience as a compliance inspector, analyst, planner or investigator whose work related to the field of employee benefit plans, and/or Federal and/or state financial regulatory statutes or experience conducting financial audits in the employee benefits field using conventional auditing techniques. Examples of specialized experience also include knowledge of investigative principles and techniques; ability to investigate and analyze financial transactions, background information and other evidentiary materials; ability to draft clear and comprehensive reports including investigative findings and recommendations for corrective action. GS-11 & 12: Examples of the specialized experience is the same as the GS-9, but performed with less supervision. You must demonstrate in your resume the use of Employee Retirement Income Security Act of 1974 (ERISA) at the grade levels GS-11 & GS-12 or you will be found ineligible.
All applicants must meet the Basic requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hrs in accounting. The 24 hrs may include up to 6 hrs of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience -- at least 4 yrs of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education substitution for GS-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Education substitution for GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: There is no education substitution.
College Transcript and Evaluation of Foreign Education - Transcripts (in English) must be submitted if (a) a degree is required for the position, and/or (b) education is used as the basis for qualifying for this position. The Department of Labor does not recognize academic degrees from schools that are not accredited by an accrediting institution recognized by the Department of Education. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service. If courses were taken at both the undergraduate and graduate levels, or from several different colleges or universities, you must submit all the necessary transcripts.
