This position has the overall responsibility for the assigned program inclusive of quality, schedule and cost. This includes the development, maintenance and execution of a project plan through financial closing to; design/engineer, scope and cost, entitle, construct and prepare cell sites for launch, on schedule, in budget, and within the quality metrics.

  • Moderate to complex scale projects


  • Key interface to the customer Project/Program Manager and internal delivery divisions for assigned program

  • Build, maintain and continuously improve a relationship with the customer

  • Sets and agrees initial schedule with customer and internal delivery divisions for the program from site acquisition through construction and closeout.

  • Manage program schedule to 90-95% forecasting accuracy

  • Leads internal cross functional team to achieve all program objectives for scoping, site acquisition, A&E, logistics, construction, financials, closeouts, safety and quality

  • Sets and agrees program budget with program sponsor and manages the program to the budget, maintains agreed margins on the program, and individual projects, through meticulous schedule, cost and change management.

  • Identify risks, jeopardies and long range impacts, create mitigation plans with the customer, and implement mitigation plans and reports progress.

  • Collaborates with MLAs, land owners and contractors to resolve issues.

  • Work with program team to ensure accurate forecasting for material, internal resources, vendors sub-contractors including vendor and subcontractor assignments to projects

  • Conduct weekly project review meetings with the entire project team to coordinate critical activities report on financials and close project gaps and confirm forecasting.

  • Be able to conduct meetings with proper meeting etiquette included but not limited to meeting agendas, meeting minutes, issues logs, and be able to conduct productive conference calls with large groups

  • Establish and maintains program schedule in all necessary systems

  • Report daily, weekly and monthly results to Velocitel director.

  • Collaborates with accounting and provides support on all financial issues.

  • Work with Delivery Divisions on selection, training, development, appraisal and work assignments of personnel including sub-contractors and vendors

  • Maintain a positive and professional demeanor with continuous motivation of the project teams for peak performance

  • Must possess the ability to communicate effectively with all levels of management, employees and outside contacts.

  • Communicates all phases of project development to CM’s and the rest of the project team to ensure objectives and schedules are understood, to achieve customer satisfaction, project continuity, and internal consistency.

  • Communicates costs between CM’s and PM’s in order to provide accurate financial data


  • Adheres to all policies and procedures of Velocitel.

  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.

  • Participate in proactive team efforts to achieve departmental and company goals.

  • Provide leadership to others through example and sharing of knowledge/skill.

  • Minimal overnight travel (up to 10%) by land and/or air.

  • Assists in job set-up, project scoping and executing plan for program completion

  • Bachelor's degree from four-year college or university; with 6 years related experience or at least 10 years related experience or equivalent combination of education and

  • PMP Certification is preferred and/or an accredited PM training program

  • Handle multiple projects and tasks simultaneously.

  • Prioritize, organize and delegate assignments.

  • Ability to professionally manage client demands and changing environment.

  • Ability to communicate effectively via phone, in person or written communication.

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Proficient personal computer skills using Microsoft Office product suite including electronic mail, record keeping, routine database activity, word processing, graphics and expert level proficiency with Microsoft Excel.
