Federal Reserve Bank Deputy Business Leader in Kansas City, Missouri

Job Summary:

This position represents a mid to upper level manager position responsible for a combination of managerial, strategic, and technical tasks. Identifies, initiates, and influences technological and operational changes, performance and productivity targets. With limited oversight and a proactive approach, uses technical knowledge and leadership skills to oversee an information management function within the Bank’s Treasury Services and Technology Support Delivery (TSD) Division. This division supports the Bank’s strategic focus on strong quality, timely delivery, and efficient operations to develop and manage critical applications in areas including the U.S. Treasury’s payments, debt, and information management business lines. The Technology Manager position will play a critical role in supporting these areas.

Key Activities:

  • Leads or oversees highly visible and complex information management projects while assisting Officers and Bank management regarding business, technical, and budgetary concerns.

  • Develops and maintains strong and effective working relationships with key stakeholders.

  • Identifies, initiates, and oversees program objectives to improve performance and alignment with division and Treasury goals and objectives.

  • Works collaboratively with Treasury counterparts and other key stakeholders to develop long-term goals and short-term objectives that support the Treasury’s business direction and strategies.

  • Actively participates in the development, management, and delivery of a three-year business strategy and financial plan on an annual basis through developing program and technology strategies that align with business need and high priority objectives.

  • Directly manages employees in an information management function with an expanded scope of responsibility.

  • Assesses staff workload and coordinates department planning to ensure appropriate staffing levels are maintained.

  • Selects, empowers, and leads staff, fostering an environment where all can provide input and improve personal effectiveness.

  • Develops staff by identifying developmental assignments and training opportunities, working with individuals on their personal goals, delegating responsibilities and providing timely feedback.

  • Demonstrates support for and ensures compliance with Bank, System, and Treasury policies and procedures.

  • Identifies risks and processes and establishes appropriate controls to minimize risks.

  • Represents the Federal Reserve’s official position to outside parties including member banks’ management and Board of Directors, other Reserve Banks, vendors, contractors, consultants, other industry professionals and the public.

  • Performs administrative functions such as developing standards and policies.

  • Approves personnel actions such as transfers, hiring and progressive counseling.

  • Discusses issues/problems with subordinate supervisors, division management, and the Human Resources Department.

  • Reviews written reports, papers and correspondence for accuracy, consistency, style and clarity. Typically includes issues having greater complexity, priority or sensitivity.

  • Stays abreast of latest technologies, applications, and industry standards by reviewing periodicals, attending seminars, and maintaining contact with local vendors.

  • Performs other duties as assigned.


  • Bachelor's degree from an accredited college or university in field related to department functions or equivalent combination of education and experience.

  • Four or more years of leadership or supervisory experience required.

  • Eight or more years of IT experience preferred.

  • Experience with Big Data, Business Intelligence, and data warehousing technologies preferred.

  • Experience with information management and information governance tools preferred.

  • Three years or more analytical or operational experience preferred.

  • Excellent ability to motivate, influence and work through others to accomplish tasks.

  • Strong strategic vision and focus.

  • Excellent customer service and relationship management skills.

  • Superior planning, organizational, interpersonal and analytical skills.

  • Strong project management, problem solving, and analytical skills.

  • Highly proficient verbal and written communication skills.

  • Currency with broad technological direction and industry best practices for IT organizations.

  • Broad knowledge of technology operations, regulations, and policies.

  • United States citizenship is required for this position.
