Raytheon SEIT Department Manager in Indianapolis, Indiana

IIS Systems Engineering has a need for a Department Manager on the Indianapolis Campus with extensive experience in software based systems. The DM role will support multiple programs in all facets of Systems Engineering, as well as lead an organization of 150+. This position reports directly to the IIS Systems Engineering Director. This position supports all programs and pursuits in Aurora with majority of efforts within the Navigation and Environmental Solutions areas. Job Description: · Maintaining overall cost, planning, staffing, schedule, tracking of actuals against budgets, cost variances, and EVMS reporting · Approval authority for designated EACs, EBRs, EPRs, and Gates · Leadership and personnel management of Section Managers to include change leadership across organization · Develop an in-depth understanding of the programs’ inter-dependencies, and customer vision and priorities that leads to the program plans with contingency plans and opportunities for different approaches · Extensive interaction with Program Managers, CPT and IPT Leads, and Directorate Managers to achieve business objectives · Utilize experience to question the standard approaches to develop more efficient alternatives. · Supports definition of operations concepts and procedure planning / development, as well as interfacing with other internal organizations · Act as the independent reviewer or consultant for programs · Provide document review and resolves technical systems engineering and integration issues · Support ECP or pursuit efforts as required to include review/approval of BOEs · Must have the ability to manage time and resources in order to meet assigned deadlines Required Skills: · 12+ years of experience in Systems Engineering or equivalent program experience · Demonstrated management and team leadership skills and the ability to work across functional team lines to identify salient issues, develop options for resolution · Demonstrable experience contributing in a team environment for the purpose of developing creative solutions to technical and program problems · Proven track record of individual decision making · Excellent verbal and written communication skills, especially working with senior management teams and customers · Ability to coordinate, organize and communicate with senior architects, technical directors, and teams of engineers to complete tasking. · Working knowledge of Earned Value Management System (EVMS) and design process, development of budgets, task planning milestone development, and budget management · Ability to travel occasionally on short notice · Must have ability to obtain a DoD Top Secret Security Clearance Desired Skills: · 15+ years of experience with DoD programs. · Advanced Technical Degree · Experience writing proposals · Demonstrated experience and willingness to mentor junior engineers · Knowledge in algorithm development Required Education (including Major): Must have BS or MS degree in Engineering, Science, Mathematics, or related technical discipline 89467
