About the Agency

This position is located in the Information Management Branch (IMB) under the Office of Chief Information Officer (OCIO). The IMB provides Center wide information systems and services to provide access to global technical information and to manage Langley produced information. Specifically, the focus is on utilizing and managing a cloud-based solution to improve performance through process optimization and integration. The incumbent of this position is responsible for providing architectural guidance; and, helping establish and communicate best practices and platform standards to ensure platform stability, common user experience, platform adoption, and maximum integration, while enabling multiple simultaneous development efforts.

At the full performance level, the incumbent determines, recommends, and leads overall business automation development efforts involving multiple developers and automations simultaneously, utilizing a common development platform and shared core features and database. Serves as a lead technical specialist and a key source of information for assigned areas of responsibility. Identifies customer information systems requirements, and evaluates project estimates, schedules, and project plans. Keeps abreast of the latest trends and innovations in business process automation and cloud-based rapid automation platforms. Performs and/or leads independent studies and assessments to evaluate the effectiveness and efficiency of operations and recommends improvements to management. Recommends, schedules and oversees software improvements and updates.

Leads the evaluation of the development of Information Technology (IT) applications on an integrated ServiceNow cloud-based platform. Analyzes, designs and develops business applications to include configuration, scripting, forms, work flow and interfaces with Langley's ServiceNow cloud-based platform. Oversees development and implementation of secure software that works as specified, is simple, intuitive and will allow customers to extend and customize. Ensures guidelines, procedures and proper governance is in place to enable multiple concurrent development efforts to enable the integration of automated business processes that utilize core ServiceNow components and other existing automations and tables to maximize platform return on investment and enable rapid automation.

Recognizes, identifies and documents potential areas where existing business processes require change, or where new processes need to be developed, and makes recommendations in these areas. Works with multiple levels of staff and leadership to understand the requirements and how they might impact cross-functional process teams. Stays abreast of new technologies to recommend and implement new tools and technologies to benefit our technical, science and aeronautics community, taking advantage of new and enhanced capabilities.

For the GS-11 grade level, applicants must have one year of specialized experience, equivalent to the GS-9 level in the Federal Service, which equipped the applicant with the competencies required to perform successfully the duties of the position. Examples of specialized experience are providing assistance while implementing systems utilizing Agile/Scrum methodology, developing applications on at least one of the following low-code business process platforms: ServiceNow; Salesforce; Appian; TrackVia; or Micropact/entellitrak, and programming utilizing a relational database; OR applicants may substitute the following education for the specialized experience requirements: A Ph.D. or equivalent doctoral degree in a related field, or 3 full years of progressively higher level graduate education leading to such a degree.
