This position is located with the Division of Administration & Management Services, Information Technology (IT) Branch with Gallup Indian Medical Center in Gallup, NM. The primary purpose of this position is to provide a wide range of automated, clerical, and administrative support services for the IT program.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3.   • Receives visitors and incoming calls, ascertains nature of business, and determines appropriate course of action. Refers complicated substantive matter to the supervisor or other staff members. Responds to routine and non-technical requests for information, such as the status of reports, procedures, suspense dates for matters requiring approval, and similar information readily available from document files; provides copies of policies and instructions; answers questions based on established office practices, procedures, and knowledge of the organization and IT program procedures.
  • Transcribes data on a variety of terminals and personal computers. Data items and procedures vary among several department and IT programs.
  • Examines documents for accuracy, consistency, legibility, proper coding, symbols, and data and corrects errors. Transcribes in final form a variety of handwritten or draft materials including memoranda, reports, tabulations, letters, minutes of meetings and all other correspondence.
  • Compiles statistical data from a variety of administrative reports, such as budget line items, office equipment, leave, overtime, workload, training and staffing level.
  • Develops and maintains office files. Maintains reference materials on all phases of operation, various administrative and procedural manuals, and files of material such as correspondences and printouts of data entered.
  • Performs miscellaneous clerical duties, such as ordering supplies, initiating and tracking documents, arranging IT staff meetings, travel and timekeeping, providing general support services.

BASIC REQUIREMENT(S): Typing Proficiency: Applicants must present evident passing the typing proficiency from a school or an organization authorized to issue such certification. Required 40 WPM typing speed, wpm are based on a five minute sample with three or fewer errors. Certificates are acceptable for 3 years from the date of issuance and must include the above requirements. Typing proficiency must be submitted with your employment application.


GS-05:Candidates must have 52 weeks of specialized experience equivalent to the GS-04 grade level -OR- Four years of education above high school. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge of the duties, priorities, policies and procedures as related to the administrative, clerical, and supports functions of an office. Maintaining program and confidential files. Providing support duties such as, timekeeping, preparing travel documents and arrangements, ordering office supplies, and scheduling meetings. Knowledge and use of office automation equipment.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Education: Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5.

For GS-5 level positions (except Clerk-Stenographer, which does not require specialized experience), only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.
