IT Project Manager Social and Analytic Services Children & Youth Justice and Behavioral Health Remote Washington, DC Metro Area
Must be able to attend weekly staff meetings in person in SE Washington, DC Job Description The ICF Project Manager will: Supervise a staff of 11 analysts/admin across 4 teams Core team 4 analysts working on automated child welfare information systems (CCWIS) 1 admin A subcontractor who will provide T/TA support for Agile methodology NIEM team 2 analysts who provide support to the federal Office of Child Support Enforcement on the National Information Exchange Model AFCARS team 2 senior experienced and versatile analysts who provide support to the Adoption and Foster Care Analysis and Reporting System NYTD team 2 senior experienced analysts who provide support to the National Youth in Transition Database system Review and submit monthly activity reports in a combined report to COR Review and approve monthly invoices and ensure they are submitted to the prime contractor Monitor contract financial performance on a monthly basis In conjunction with the project financial analyst, develop and deliver quarterly Project Management Review (PMR) reports to ICF division leadership. Participate in periodic ICF cross-project manager meetings Ensure all tasks/projects are managed to client satisfaction Establish and sustain client contractor relationships All staff except the subcontractor are co-located with the clients in SE Washington, DC The PM position will be home-based but must be able to be at the client site at least two days a week Contract is up for rebid during this summer. POP is until 9/29/2017
Bachelor s Degree 7 years of applicable PM experience Basic knowledge of the child welfare program Development of training and technical assistance materials Excellent, proven project/personnel management skills Management of federal government IT contracts Working knowledge of system development lifecycle Excellent organizational skills Building and maintaining excellent working relationships with client Must be able to attend weekly staff meeting in person in SE Washington, DC
Knowledge of human services IT systems; child support and/or other state human service systems a plus Knowledge of the federal funding process for state-based human service IT projects (MMIS, Child Support, TANF; SNAP) Knowledge of Agile methodology Project financial management/budgeting IT systems procurement/contract review Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies to provide value add to the client staff
