Raytheon Cyber Protection System Project Chief Engineer in Dulles, Virginia

Raytheon is seeking a Cyber Security Chief Engineer to support a new program as member of the cyber project development team, for an international cyber protection system. The Chief Engineer is the primary technical interface to the customer. The Chief Engineer also plans, organizes, and administers technical reviews; evaluates the work of staff through subordinate levels of supervision; provides policy guidance to staff; coordinates engineering designs and builds; monitors the day-to-day operations; provides suggestions for all major technical decisions and designs; and represents engineering on the management team. The Chief Engineer is responsible for the overall technical integrity of the system. The Chief Engineer is responsible for meeting all technical requirements on the program acting as the product owner, and is responsible for the overall technical solution. This role will participate in both the development and the support phase of the effort. Responsibilities and scope also include: • Development of the technical vision and strategies of the program • Provide project technical leadership and coordination • Participate in program readiness and design reviews • Attend technical and programmatic meetings with customers, system users, development team members and other program personnel and represent the organization in matters pertaining to the project • Serving as Chair of the Engineering Review Board to ensure proper technical review of Engineering Change Requests • Operate under minimal supervision; guidance received relates primarily to general objectives • Willingness to travel to Jordan on average 1 week per month Required Skills: • Experience working with multiple industry standard Cyber Security tools and providing recommendations on implementation approach and techniques during the design phase of new countermeasures and capabilities • Experience with the integration of COTS and/or Free and Open Source Software • Experience with IT infrastructure design including Active Directory, DNS, firewalls, TCP/IP networking, VMware, storage, Windows, and Linux • Experience with Infrastructure-as-a-Service (IaaS) (e.g. OpenStack, VMware vSphere, etc) • Experience in test engineering of complex systems of systems with large numbers of COTS software and hardware products and custom software configuration items • Experience developing a technical baseline (requirements/architecture) and leading a development team to implementation • Demonstrated excellence in communications with customers, co-contractors, engineers, and management, both oral and written • Experience leading technical Analysis of Alternatives (AoA) or Trade Studies • Experience in systems engineering and architecture development of COTS based cyber protection systems • Experience in conducting system engineering, and analytical activities using structured techniques • Experience in applying technical standards, principles, theories, concepts and techniques to solve problems • Experience in the development and review of Engineering Change Requests and proposals particularly Engineering Change Proposal and Basis of Estimate development • Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups • Project skills including cost, schedule, as well as risk and opportunity analysis, tracking and mitigation • Enthusiastic and energetic performer able to work in a fast-paced, highly visible setting • Self-motivated and capable of performing tasks with limited oversight Desired Skills: • Experience working in the Middle East - prior experience performing these tasks internationally will also be key • DevOps experience including IT Infrastructure and SW development using Agile development methodologies (Scrum, Kanban) • Six Sigma tools and techniques • Holding at least one (1) industry-standard information security technical advanced certification in forensics or auditing from a vendor or product neutral certification entity (e.g., ISACA or GIAC) • Holding at least one industry-standard information security management certification from a vendor or product neutral certification entity (e.g., ISC2, ISACA, GIAC) • Team building and motivational skills Required Education: 10 Years with a BS/BA in Aerospace Engineering, Information Systems, Management Information Systems, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Computer Information Systems, Computer Systems. 8 years with MS/MA in Aerospace Engineering, Information Systems, Management Information Systems, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Computer Information Systems, Computer Systems. 6 years with PhD in Aerospace Engineering, Information Systems, Management Information Systems, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Computer Information Systems, Computer Systems.
