Scope

-Responsible for Powerhouse, Wastewater Treatment Plant Operations and Site Utilities

-Coordinate activities of all site utility management

- Support BPD Process Development and Implementation Levels 1-4 Implement facilities GM-GMS in utilities operations and support plant implementation to BIQ - ---

-Level IV Single point communications with allutilities (i.e. steam, compressed air, sewer, water, natural gas, electric)

Requirements:

· Provide 3rd party contract administration (where applicable)

· Manage powerhouse & wastewater treatment functions

· Responsible for Materials Procurement (i.e., A Card, Shopping Carts, Store Requisitions)

· Responsible for oversight of 3rd party safety

· Ensure meaningful safety talks are conducted

· Conduct housekeeping/safety inspections with service provider

· Manage subordinates

· Set project priorities

· Conduct regular meetings with powerhouse employees

· Assist the FAM in all aspects of utilities services

· Participate with local labor relations negotiations when needed (local agreements)

· Identify specialized training requirements for efficient operations and ensure training execution by service provider

· Responsible for water treatment process development & monitoring (weld water, cooling towers, chilled & hot water loops), boilers – including plant located package units

· Develop process & log sheets as needed

· Approve treatment processes & select chemicals upon approval of Hazardous Material Control Committee

· Responsible for continuous improvement of powerhouse equipment efficiency

· Submit plant operating data (scorecard) and energy/efficiency data monthly

· Input GM 2100 data as required

· Support suggestion program

· Present utility performance status to plant management monthly. Drive utilities budget reductions where necessary

· Prepare and monitor project budget plans (includes motivating resource organizations to complete projects)

· Organize monitor, and provide “real time” feedback to total plant organization for downtime plans

· Responsible for energy numbers, utilities usage efficiency tracking & improvement of powerhouse equipment (i.e., chillers, compressors, boilers, etc)

· Support BPD board initiatives plant wide for energy and water reduction

· Implement initiatives that increase utility reliability and quality continuity

· Lead site implementation of utilities/energy continuous improvement process (i.e., interruptions, safety, environmental violations)

· Forecast utility (i.e. natural gas, water, electric) consumption

· Establish utility targets for both production and non-production periods in coordination with plant leadership

· Promote & participate in team meetings in support of utilities conservation

· Support Facilities Maintenance Engineer to maintain utility main piping layouts including in the manufacturing building, showing all main shutoff valves & cross ties

· Identify, prioritize, and develop cost justification for utility efficiency projects

· Develop and post utility performance displays and bulletins plant wide

· Perform utility audits. Coordinate outside audits

· Prior to extended plant shutdowns, identify and organize utility reduction actions. During the shutdown, provide daily monitoring including cost deviation to goal.

· Confirm energy initiative and suggestion plan calculations of energy cost reductions

· Develop & communicate utility curtailment plans

· Manage reliable delivery of utilities for the site

· Manage PH/WWTP upgrades and maintenance projects to maintain reliability

· Revise the site specific sufficiency plan where necessary to meet all objectives

· Develop business cases for asset refurbishment

· Identify, implement and/or coordinate energy and water reduction projects

· Develop operating budget in concert with the budget provided by the utilities group led by the Global Energy Manager

· Develop capital and expense project forecast for NPP submission

· Review and take corrective action to ensure spending is within budget

· Approve invoices (materials purchased and received, utility bills, engineering, etc.)

· Assist the plant in minimizing operating cost

· Comply with environmental air & water regulations for powerhouse & WWTP

·College degree with major engineering – required

·Certified Energy Manager – preferred

·3-5 years’ applicable experience - preferred
