Description of Job

The CBMS Business Intelligence Work Lead must have a unique level of knowledge required to oversee the team to create reports and perform detailed analysis for a major statewide automated eligibility system. This position is responsible for publishing and maintaining dashboards and metrics critical for the successful operation of CBMS. The position will have the capability to blend data visualization skills with a dashboard development to deliver and support the metrics program for the project. The incumbent will work closely with the team to understand existing business intelligence and metrics reports and be able to design and publish new visually compelling and accurate metric reports and dashboards. In addition this position will serve as the Work Lead to the metric analysts and QA analysts. Responsibilities will include providing guidance to plan owners to assure that planning activities are completed on time and that plan owners address variances. The incumbent will assist with resource planning and present updates of actual verses planned results from CBMS system changes according to the business case. The incumbent will be responsible for analyzing and developing metrics data.

Lead Team Members:

This position is responsible for providing leadership, project coordination, and overseeing daily operational activities for the CBMS Business Intelligence team which consists of one (1) FTE and three (3) contractors.

  • Assist with hiring staff
  • Provide input in performance plans and evaluations of other team members
  • Assist with assigning job duties
  • Assists with scheduling leaves and tracking attendance in Kronos/Clarity Metrics Development:

This position is responsible for metrics and data development within CBMS. It requires the use of management, tracking and reporting tools, spreadsheets, databases and templates required to manage all aspects of the data necessary to measure the effectiveness of an IT initiative. The metrics can include project lifecycle stage, including but not limited to initiation, planning, executing, controlling and closing. It also will use other data outside the CBMS database such as the PEAK database, CA service Desk database, HP QC, etc.

This position provides guidance to plan owners to assure that planning results are achieved as expected and that plan owners address variances. It presents updates of actual versus planned results to CBMS management as needed.

Prepares Reports, Metrics, and Dashboards:

Provides support, guidance and/or direction to assigned plan owners to assist them with data or metrics to assure the use of industry best practices. This includes the following:

  • Business case development data needs identification and updates
  • Create and Maintain ad-hoc reports
  • Provide trending analysis on data within CBMS, CA Service Desk, HP QC, etc
  • Metrics tracking and reporting
  • Report definition
  • Create and Maintain dashboards (Daily, Weekly, Executive, etc)
  • Work with the reporting teams and business analysis to plan and execute projects
  • Develop queries
  • Maintain data integrity and ongoing quality control
  • Help create and maintain standard operating processes and best practices.
  • Provide recommendations for enhancements to the CA Service Desk categorization, trending, etc. Communication:

Establishes and maintains effective timely communication, keeping other CBMS units, stakeholders, and CBMS management informed on a regular basis. Work collaboratively with other CBMS units to obtain information and to set deadlines for requests. Maintain professional relationships with both the data provider and the data analysis recipients.

Additional Duties As Assigned:

  • Responsible for performing all other duties as assigned. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Work Experience:

  • 4 years experience leading others including creating work plans, project plans, working with and managing multiple priorities, and resource allocation

  • At least 4 years of data analytics experience building reports and dashboards


  • Bachelor's degree preferred

Functional/Technical Knowledge & Skills:

  • Strong analytical skills

  • Strong proficiency using SQL and/or Oracle to perform data manipulation and analysis using report writing tools (COGNOS, Crystal Reports, etc.)

  • Proficient with Bl tools such as Tableau, Cloudera, QlikView, etc.
