Job Description: Job responsibilities include, but are not limited to, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Reviews and analyzes material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids and proposals. Advises management of contractual rights and obligations. Compiles and analyzes data. Maintains historical information.
Duties and Responsibilities:
G e neral Contracts . Develops an understanding of sound business practices to advise the program team about contract or business-related issues. Prepares basic memoranda. Develops an understanding of the acquisition and proposal process. Becomes familiar with the FAR, DFARS, and other applicable supplements as well as the Harris Contracts Functional Manual and Command Media. Understands Contracts’ role within the program team. Prepares documents, processes transactions, and maintains files applicable to automated contracting systems and other electronic filing methods. Employees in this position require high levels of oversight and supervision.
Proposal Preparation. Understands the uniform contract format; recognize Customer-directed changes and contract types. Comprehends how solicitation requirements such as payment terms, liquidated damages, warranty, etc., affect proposal risk. Reviews solicitation documents to include descriptions, government-furnished property, availability of funds, sole source or competitive environment, and delivery requirements. Identifies applicable clauses to flow-down to the Subcontracts Management or Procurement functions. Prepares non-complex proposals. Works with assistance on more complex offers.
Contract Negotiations. Understands the fact finding process, and the coordination process necessary between program management and the customer. Becomes familiar with FAR Part 15 and its supplements. Understands the DoD weighted guidelines concept and its applicability to price analysis. Becomes familiar with the Pre-Negotiation review process to include proper coordination of the Pre-Negotiation checklist. Monitors submission requirements and helps maintain fact finding records. Understands the need for export license and their applicability. Assists with maintaining negotiation session records.
Contract Administration. Completes contract setup procedures within the business area’s associated business system(s) (e.g. PeopleSoft, CostPoint ). Monitors contract performance to ensure deliveries are in accordance with contract requirements. Coordinates data and hardware shipping documents to ensure accurate and complete contract data. Interfaces with the Finance and Billing functions to ensure timely invoicing and payments. Understands change management. Informs program team about Customer-requested changes.
Contract Evaluation and Closeout. Upon receipt, forwards any customer performance evaluations to their assigned supervisor/manager. Understands the contract closeout process and assists as needed.
Typical Assignments . Typical assignments include non-complex firm fixed price contracts and agreements such as pre-priced orders issued against existing Indefinite Delivery, Indefinite Quantity contracts, including task orders or delivery orders for commercial items, products, and repair services.
