Overview:

Responsible for overall coordination, status reporting and stability of complex and cross-functional project oriented work efforts. Establishes and implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Identify and prioritize opportunities for using IT to achieve the goals of the enterprise. Progressively responsible span of control based on level.

Responsibilities:

Responsibilities include but are not limited to:

  • Manage Scope, Cost, and Schedule: Make sound decisions and trade-offs between scope, cost, and schedule. Seek input and advice appropriately. Prepare and present the information necessary for customers, supervisors, project boards, and other governance bodies to make decisions. Decisions at project, program or Enterprise based on level.

  • Portfolio Management-responsible for the oversight of developing tools to manage the portfolio of business for the EPMO. Organizing senior leadership groups to prioritize our strategic initiatives and manage allocated resources. Maintain reporting to allow executive staff to make decisions regarding scope, go and no-go decisions on new and existing initiatives while having creating insight into the financial and resource impacts of decisions/recommendations.

  • Lead: Provide clear direction, coaching, and support to staff. Depending on level, oversea or manage the day-to-day activities of projects and staff in a matrixed environment. Manages physical, financial and human capital resources, considering budget and cost implication as well as risk implications of project decisions.Serve Customers: Understand the business case for the project and the context in which it is executed. Communicate clearly, concisely, and continuously with customers on project plans, status, risks, issues, changes, and the impact of each on the realization of the business case.

  • Manage Risk, Issues, and Changes: Put in place, use, and refine standard project management practices and tools necessary to manage projects during execution including risks, issues, and changes. Decisions at project, program or Enterprise based on level.

  • Plan: Responsible for the oversight of the Development of budgets and project plans. Orchestrate the integrated planning of Analysis & Design, Engineering, Quality Assurance, and Operations teams. Decisions at project, program or Enterprise based on level.

Qualifications:

Required Basic Qualifications:

  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration or equivalent work experience in similar work environment

  • Minimum of 10+ years of IT work experience, including 7 or more years managing multiple small and large scale enterprise-wide projects.

  • Experience in directing and mentoring a team of project directors and/or project managers.

  • Extensive experience in resource estimation methodologies, risk management, budget management, demand management.

  • Extensive knowledge and expertise managing software development projects, including COBOL, CICS, DB2, MQ, Vitria, J2EE, WebSphere, Oracle and Cognos.

  • Must possess extensive knowledge and expertise in the use of Project Management methodologies and tools and understand human resources policies and practices and change management techniques.

Preferred Basic Qualifications:

  • PMP or PMI Certification desired.

  • Outstanding conceptualization skills to quickly grasp and develop business and architectural concepts and frameworks.

  • Strong organizational skills to manage and prioritize multiple tasks.

  • Ability to work independently, attention to detail and very strong customer service orientation.

  • Outstanding communications skills, ability to effectively present concepts and issues for both business and technical audiences.

  • Strong team-oriented interpersonal skills.

  • Superior analytical skills

  • The ability to establish and maintain high level customer trust and confidence

  • Demonstrated development and maintenance of business relationships

  • BCBS or health insurance industry background
