The Department of Psychiatry is one of 18 clinical departments in the School of Medicine at the University of North Carolina at Chapel Hill. The Department receives a State appropriation and holds accounts with a wide variety of purpose codes: Overhead Receipts, Contracts and Grants, Gifts, Endowments, Auxiliary Accounts, Clinical Income (P&A;) and Contractual Agreements. There are more than 250 EPA employees, more than 260 non-salaried, adjunct EPA personnel, and more than 160 permanent and temporary staff members within the Department of Psychiatry. Faculty, staff, residents, fellows, interns and students work in clinical, teaching/training, and basic science and clinical research settings encompassing diverse geographical areas in the State. These locations include: the Medical School, UNC Hospitals, the Center for Excellence in Community Mental Health Clinics in Carrboro and Pittsboro, the WakeBrook Campus in Raleigh, UNC Mental Health Specialists Clinics in Chapel Hill and Raleigh, Central Regional Hospital in Butner, Rex Hospital in Raleigh, the Carolina Crossing Building A, B and C in Chapel Hill, the Southern Village office in Chapel Hill, the Rockhaven Building in Carrboro, Duke University and the Veteran’s Hospital in Durham, and various locations in Wake County. In addition, the Department has an extremely productive clinical and basic science research agenda. The Department of Psychiatry consistently ranks among the top state-supported departments of psychiatry for National Institutes of Health funding, and second among the School of Medicine’s clinical departments for externally funded research. Total expenditures for fiscal year 14-15 is expected to be approximately $52.7 million. Despite the Department’s funding volume and large number of employees, Psychiatry retains a centralized administrative structure, having no administrative management divisions. All financial, human resources and facilities management are conducted through a single Psychiatry Business Office. The lack of division managers, such as those found in other large clinical departments (e.g. Medicine, Surgery and OB-GYN), places a greater burden of accountability and responsibility on members of the Psychiatry Business Office. The result is that Psychiatry Business Office employees are expected to function at the highest possible level of independence. They must operate with a broader base of knowledge and they are held accountable for a higher degree of decision-making, than generally found in decentralized departments.
INTERNAL POSTING: OPEN TO CURRENT UNC PERMANENT, TIME-LIMITED EMPLOYEES, AND THOSE WITH UNC RIF PRIORITY. This position serves as a professional-level Human Resources (HR) Specialist for the Department of Psychiatry. The position incumbent possesses expertise in managing human resources activities across all employee types including Faculty, EHRA Non-Faculty, Postdoc, Graduate Students, and SHRA permanent and temporary employees as well as Health Care System (HCS) employees. This includes providing in-depth interpretation of University HR policies, HCS policies, providing consultation and advice on general HR issues and concerns, and implementing and advising on unit-level, School of Medicine, and campus-wide HR strategies and plans within the department. The HR Specialist will serve as a principal contact for managing the HR activities. Activities involve communications with key University and HCS central offices including the Office of Human Resources (OHR), Academic Personnel, the Equal Opportunity and Compliance Office, University Payroll Services, Office of University Counsel, and HCS HR. The position incumbent will essentially function as a generalist covering the broad range of human resources subject matter areas including classification and compensation, recruitment and hiring, employee relations, leave administration, and handling very basic benefits inquiries in consultation as appropriate with either the University or HCS benefits departments. As a system “complex user” of ConnectCarolina (PeopleSoft), position incumbent will prepare, approve, and/or troubleshoot proposed or implemented HR actions to assure compliance with relevant Federal, State, and University policies and the institutions equal opportunity and diversity goals.
Minimum Education and Experience Requirements
Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Working knowledge of federal and state employment laws and regulations (e.g., FLSA, FMLA, ADA) and have prior experience in consulting with internal clients on some combination of recruitment, compensation, employee relations, position classification or employee benefits matters is preferred. Knowledge of PeopleSoft, Infoporte and UNC TIM also preferred. Thorough knowledge of UNC and HCS policies and procedures for SHRA, EHRA and HCS positions and prior experience in the higher education setting helpful.
