This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. For more information see

As a Supervisory Contract Specialist

you will be responsible for the following duties:

  • Supervision - exercise supervisory personnel management responsibilities.
  • Negotiation - serve as the Lead Negotiator responsible for a substantive and significant mission critical program.
  • Acquisition Planning - develop procurement objectives in terms of competition and price range.
  • Documentation and Contract Definitization - determine the adequacy of acquisition documentation and prepare contractual instruments.
  • Contract Administration - Monitor contractor performance throughout the contract period.

This position has a Basic Requirement for the 1102 series:A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree OR graduate education in one or a combination of fields listed above. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000, are also exempt from meeting this requirement.* NOTE:** Failure to provide transcripts will result in you being rated ineligible for this position.

Qualifying experience required for this position is:

  • Supervise a team of contract specialists responsible for critical and complex systems and or subsystems of a major aerospace and or weapons system development program.
  • Manage acquisition requirements, contracts and associated actions for highly complex programs or state-of-the-art systems and equipment.
  • Serve as the Lead Negotiator/Contracting Officer on highly specialized procurements.
  • Research, develop, test, evaluate, and support highly classified equipment or systems.

Specifically you will be evaluated on the following competencies: 1. Acquisition Planning. 2. Contract negotiations and procurement. 3. Contracts and contract administration. 4. Supervision and communication.
