Texas Alcoholic Beverage Commission Revenue Manager in Austin, Texas
Performs highly advanced/ and or managerial accounting work in the Business Services Division and supervises technical and administrative personnel. Work also involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and the development and review of procedures, policies, rules, and regulations. Assists with preparation of the agency annual financial report, Uniform Statewide Accounting System (USAS) and Centralized Accounting Payroll/Personnel System (CAPPS) general ledger reconciliation, and internal and external management reports as well as oversees the processing, accounting, and reporting of all agency revenues, capital assets, and federal and state grant activity. May plan, assign, and or supervise the work of others. Works under direction with extensive latitude for the use of independent judgment.
Examples of Duties:
Provides day-to-day direction for revenue and grant accounting
Supervises technical and clerical personnel in the revenue and grant areas
Establishes, installs, and directs the reconciliation and maintenance of efficient accounting transactions for controlling, recording, and reporting transactions.
Review, evaluate, and provide technical assistance to staff performing difficult and complex accounting transactions.
Prepare and supervise the preparation of financial statements, budgets, journal vouchers, and deposits in CAPPS system.
Maintain or supervise the reconciliation of accounting transactions and controls sufficient for the accurate and timely recording and reporting of all Internet Transactions, Electronic Funds Transfers, and Ports of Entry Cash and Credit Card Revenue.
Provides day-to-day direction for timely processing and depositing of all revenue received at headquarters.
Maintain or supervise the reconciliation of accounting transactions for accurate and timely controlling, recording, and reporting of grant activity.
Completes reporting requirements to oversight agencies including the Comptroller of Public Accounts, State Auditor's Office, Legislative Budget Board, and Office of the Governor
Maintain or supervise the maintenance of appropriate levels of controls for user access in the (USAS) and CAPPS.
Prepares or assists with the compilation of the Annual Financial Report (AFR), Legislative Appropriations Request (LAR), and Operating Budget schedule preparation.
Helps design and develop business processes for financial applications and financial systems.
Assists in the preparation and/or oversees the preparation of agency budgets and periodic financial statements, analyses, and reports in accordance with federal and state reporting requirements.
Assists in the development of policy, procedures and division guidelines.
Assist in maintaining the overall quality control of the accounting system and ensures the integrity of system processing and accounting files.
May coordinate or participate in special projects related to agency revenue.
Performs related duties as assigned.
Knowledge, Skills and Abilities
Knowledge of finance administration, and fiscal accounting; and of the agency's financial program, governmental accounting, policies and procedures, and laws and regulations pertaining to fiscal operations. Skill in the use of office equipment and computer software to include calculators, USAS, CAPPS,and Microsoft Office.
Ability to interpret accounting policies and procedures Ability to plan, organize, and direct accounting programs; to budget funds, to set up accounting processes; to interpret laws and regulations, to apply accounting theory, and to plan, assign, and/or supervise the work of others. Ability to communicate both orally and in writing. Ability to plan, coordinate and prioritize workflow to accommodate monthly reporting and additional timelines. Ability to maintain professional working relationships with agency personnel and the public Ability to work accurately with particular attention to detail and meet strict deadlines. Knowledge of local, state, and federal laws and regulations relevant to financial reporting and purchasing for a state agency. Ability to maintain confidential and sensitive information.
General Qualification Requirements:
QUALIFICATIONS: Education, Experience, and Training
Bachelor's Degree from an accredited four year college or university with major in Accounting or related with six semester hours of accounting courses.
AND Four (4) years experience in accounting and financial operations including: (1) year of leadership experience
- OR- Graduation from a standard senior high school or equivalent with eight (8) years of experience in accounting and financial operations.
Four years' experience in State of Texas Accounting. One year experience in leadership.
