About the Agency
Assistant Administrator for NextGen, Aviation Research Division, Structures and Propulsion Branch, Structures and Materials Section, ANG-E281.
We are looking for a highly motivated, innovative individual to serve as an engineer within the NextGen Organization. NextGen is a comprehensive initiative that integrates new and existing technologies, policies and procedures to reduce delays, and save fuel and lower aircraft exhaust emissions to deliver a better air travel experience. NextGen is supported by executive-level processes for ensuring commitment, accountability, and timely delivery of system improvements.
The person selected for this position will serve as an engineer in the Aviation Research Division's Structures and Propulsion Branch at the FAA William J. Hughes Technical Center. The incumbent works in the Structures and Materials Section, primarily as the project coordinator of the Maintenance and Inspection Program and laboratory coordinator for the Structures and Materials Laboratory (SML), overseeing its initial startup phase as well as normal operations. You will support various programs in the Maintenance and Inspection program. Your primary duties will include serving as the following:
- Project coordinator of the Maintenance and Inspection Program. A major thrust is the Inspection and Teardown of Bonded Repairs project, a keystone in-house project in the SML. This entails coordinating with industry, academia and sponsors, overseeing testing at external facilities as well as standing up an in-house research project in the SML You will process large aircraft parts with bonded repairs from retired aircraft as well as locate and acquire new parts with such repairs, removing them from the retired airframes and subject them to a suite of nondestructive and destructive testing at both the coupon and component level.
- Laboratory coordinator of the SML. The building of the SML was completed in July, 2016. You will, over the course of the next one to two years, oversee the fit-out of the SML with it basic equipment including large hydraulic pumps, chillers, composite fabrication, material test capability, and large structural test capability.
- Section Safety Officer, ensuring that all safety related documents such as Health and Safety Plans, Job Hazard Analyses, and Material Safety Data Sheets are complete and current. You will ensure that all training is complete and current, and is compliant with occupational Safety and Health Administration rules. You will hold daily and weekly safety meetings.
In addition to the duties listed above, at the payband I you will serve as overall program manager for Maintenance and Inspection. You will work with sponsors, academia, and industry to identify research areas, write research requirements and research execution plans, and oversee and perform research. Once the SML is operational you will oversee scheduling and resource management, ensuring that equipment maintenance and calibration is current, as well as manage the laboratory budget.

Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than 1st year physics & chemistry) in 5 of these 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience - college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2)a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. THE ADEQUACY OF SUCH BACKGROUND MUST BE DEMONSTRATED BY ONE OF THE FOLLOWING: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR evidence of having successfully passed the Engineer-in-Training (EIT) exam, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences AND in engineering that included the courses specified in paragraph 1; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, computer science, mathematics, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision.
In addition to the above, to qualify for this position at the payband H, you must demonstrate in your application that you have one year of specialized experience at or equivalent to the payband G or FG/GS-5/7/9. Specialized experience is experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
Specialized experience may include but is not limited to: experience assisting in the design, conduct of technical research that includes physical experiments; experience in laboratory management or resource management for maintaining or calibrating equipment, resource allocation or scheduling.

In addition to the above, to qualify for this position at the payband I you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but is not limited to: experience in the design, conduct of technical research that includes physical experiments; experience in laboratory management or resource management for maintaining or calibrating equipment, resource allocation or scheduling; experience leading a technical program.
