Eagle Ray is seeking an Senior Engineer to support the USAID’s Engineering Management and Enterprise Architecture requirements. The Engineering Lead will provide technical and engineering oversight throughout the Systems Development Lifecycle (SDLC) from initial investigation, non-functional requirements gathering, and architecture/design, to testing, piloting, and deployment through the different stages of technology insertion and innovation.

The Engineer (Subject Matter Expert) shall lead, initiate or supervise systems engineering and technical assistance tasks necessary to maintain USAID’s IT architectural standards in compliance with the Agency’s Strategic Plan, which was developed in conjunction with the Department of State, to provide solutions focused on Cloud first approaches (e.g., PaaS, SaaS, IaaS), consolidation of IT services, and increased mobility.

Responsibilities include but not limited to

  • Research and recommend solutions that simplify the IT portfolio to reduce maintenance costs and improve system reliability;

  • Translate business strategies into executable IT investments and transition plans;

  • Develop, maintain and improve upon the EA models, standards, and reference artifacts;

  • Establish compliance guidelines and processes and communicate them throughout M/CIO;

  • Ensure Agency compliance with all external EA reporting requirements and governance mandates;

  • Ensure Agency solutions are designed in accordance with the identified policies and regulations. Provide operational IT infrastructure stability and security support

  • Provide solutions focused on Cloud first approaches (e.g., PaaS, SaaS, IaaS), consolidation of IT services, and increased mobility.

  • Recommend Processes and Standards that lead to time and cost efficiencies;

  • Ensure that design solutions comply with USAID’s EA framework; data duplication is minimized (i.e., single source of authority for data) and data sharing across systems is promoted and that high system reliability and availability is considered

  • Analyze complex issues and develop innovative solutions to support the IT Enterprise

  • Translate business and customer requirements to technical requirements related to IT infrastructure.

  • Provide maintenance of the enterprise transition roadmap and the agency enterprise IT architecture support. Design and develop roadmaps to support the implementation of enterprise-wide solutions in large enterprise environments.

  • Design and develop enterprise system architectures, and define key capabilities and performance requirements.

  • Define design and technology maturity constraints of the enterprise in accordance with customer specifications.

  • Support solutions that ensure all IT designs and solutions secure and protect USAID’s data through compliance with all Federal Security mandates, including the Federal Information Security Management Act (FISMA), the National Institute of Standards (NIST) requirements, and the Federal Risk and Authorization Management Program (FedRAMP) standards as well as compliance with Agency specific policies (e.g., ADS 545-Information Data Security, SDLC, and M/CIO Governance) and Security Engineering Principles ISO 27001.

  • Support system Information System Security Officers (ISSO) to ensure all required security controls built into solutions provide the necessary data security and are packaged according to documented processes.

  • Recommend processes and standards to improve governance of IT assets, standard configurations, and change management to ensure a stable and efficient environment. Ensure recommendations correspond with industry standard methods and procedures for efficient and prompt handling of all changes to Agency IT assets, minimizing the number and impact of change related incidents on delivered IT services, and maximizing Overall Asset Productivity.

  • Ensure IT business systems are architected and designed to enable efficient and cost-effective integration into the Enterprise environment by validating that system capabilities.

  • Address all business and technical requirements to ensure design solutions are in compliance with USAID’s enterprise architecture framework.

  • Ensure data duplication is minimized (i.e., single source of authority for data) and data sharing across systems is promoted; high system reliability and availability is considered; and overall cost reductions are achieved through IT consolidation and efficiencies.

  • Architect enterprise solutions for scalability and performance; Develop and propose concepts to improve performance and capacity.

  • Provide oversight and support change management, operational engineering and engineering innovation activities

Required:

  • 10+ years of IT consulting experience.

  • Identified as an industry expert

  • Bachelor’s Degree or advanced training in Engineering, Computer Science or Information

  • Secret clearance required.

  • Strong written and verbal communications skills.

  • Ability to set objective, define problems and lead teams with unique insight and understanding of the subject area

  • Ability to work well with teams and mentor junior team members

  • Strong architectural, analysis and planning skills.

  • Developing IT architecture, Designs, and deploying solutions to include but not limited to:

  • Server hardware and associated operating systems with a focus on Intel technology, Microsoft Windows Server/Active Directory, Linux

  • Virtualization technology on Intel platforms, especially VMware vSphere, Citrix XenApp; Virtual Desktop Technology (VDI) including VMware and Citrix technologies

  • Networking solutions including routers, switches, load balancers, wireless with focus on Cisco and VMWare vSwitches;

  • Security devices including firewalls and intrusion detection (IDS/IPS) with focus on Cisco and Juniper

  • Security applications including anti-virus, syslog, security analysis, data loss protection tools and knowledge of Trusted Internet Computing (TIC) standards/implementation (focus on Splunk, McAfee)

  • Storage subsystems including SAN, NAS devices, storage switches, fiber data fabric networks, iSCSI, along with storage management/monitoring tools, backup technologies (focus on NetApp technologies)

  • Capacity and performance analysis, data collection and reporting for network, server and storage

  • Enterprise System Monitoring solutions (monitoring and event management) for network, server, storage and security devices (firewalls) (focus on IBM Tivoli Monitoring, Solarwinds, OPNET)

  • Enterprise database solutions (Oracle and Microsoft SQL)

  • Infrastructure experience with Data Center Operations, Network Admin, Server Operations, Mobile Device Management)

  • Cloud computing and cloud spaced services including IaaS and SaaS
