Eagle Ray is seeking an Senior Engineer to support the USAID’s Engineering Management and Enterprise Architecture requirements. The Engineering Lead will provide technical and engineering oversight throughout the Systems Development Lifecycle (SDLC) from initial investigation, non-functional requirements gathering, and architecture/design, to testing, piloting, and deployment through the different stages of technology insertion and innovation.
The Engineer (Subject Matter Expert) shall lead, initiate or supervise change management tasks necessary to maintain USAID’s IT architectural standards in compliance with the Agency’s Strategic Plan, which was developed in conjunction with the Department of State, to provide solutions focused on Cloud first approaches (e.g., PaaS, SaaS, IaaS), consolidation of IT services, and increased mobility.
Responsibilities include but not limited to efforts to support the following tasks:
Coordinate activities across internal CIO and/or external USAID architecture, planning, and solution teams ensuring cross-CIO collaboration efforts;
Facilitate delivery of strategies and reference architectures to include USAID domain architectures for Cloud/Infrastructure, Security, Collaboration, Enterprise Information Management, and application modernization;
Serve as liaison with M/CIO senior management, internal and external standards boards, and architecture working groups to understand potential impacts of architecture industry trends to existing architecture framework, work priorities, and architecture maturity;
Develop, improve, and/or reengineer the organization business services and business capabilities;
Facilitate and support internal and external reporting of business metrics including:
Interpret OMB Guidance (like OMB A-11, A-130, 300s) and provides impacts to IT Business and technical architectures;
Recommend policy and process updates (if needed) as per external mandate requirements;
Facilitate, provide oversight and recommendations to quarterly, yearly, and ad hoc data calls such as OMB integrated data calls (IDCs);
Produce internal and external reporting and submissions including OMB's Integrated Data Calls (IDCs), IT Strategic Plan and updates, Enterprise Roadmap and updates;
Support and/or facilitate the closure of GAO, FISMA, and IG audit findings (10 EA led and 26 CIO-wide).
Assess and provide impacts to IT business and technical architectures from guidance such as OMB A-11, A-130, 300s.
Support change management communications to support USAID in achieving a more effective enterprise change management process by:
Implementing a robust EA Strategic Communications Plan to disseminate important architecture messages to M/CIO and to USAID system owners and end users;
Communicating strategic plans such as those resulting from development or updates to the IT Strategy, Enterprise Transition Roadmap, and IT Portfolio Planning and Management (this portfolio of 400 IT services and 800 applications is maintained using ServiceNow);
Promoting adoption of M/CIO priorities and initiatives through the use of PortfolioStat, TechStat, Next Generation Enterprise Strategies and Architectures (Cloud, Data, Cybersecurity, etc.), and Architecture Governance Boards;
Recommending guidance to the Division Chief for implementation or exploration; and
Providing business architecture support to various USAID projects and M/CIO initiatives to enable:
Annual review and revision of the CIO's IT Strategic Plan,
Governance and enforcement of Business Reference Model and USAID business architecture principles and best practices,
Traceability of business requirements to solutions and automated business processes, Translation of business process for automation and machine readable transactional components,
Tracking of manual and automated processes (for both M/CIO business systems and USAID mission systems),
Traceability of business processes to system functions and system capabilities and services,
Alignment of USAID services (both professional and technical) to USAID business processes/functions, ADS 200, and to the OMB's Federal Enterprise Architecture – Business Reference Model (FEA BRM).
Support the development of IT architecture standards, strategic architecture direction, and ensure coordination across all architecture layers/architecture tasks;
Manage, develop, and/or update architecture artifacts;
Support the conduct of US AID boards as required by;
Preparing agendas, conducting pre-briefs and coordination meetings, supporting the board chair as directed, capturing meeting notes and actions and distributing to appropriate parties.
10+ years of IT consulting experience.
Identified as an industry expert
Bachelor’s Degree or advanced training in Engineering, Computer Science or Information
Secret clearance required.
Strong written and verbal communications skills.
Ability to set objective, define problems and lead teams with unique insight and understanding of the subject area
Ability to work well with teams and mentor junior team members
Strong Change Management experience including.
Business Process enhancement;
Planning, executing, and coordinating process changes across an organization;
Enterprise database solutions (Oracle and Microsoft SQL)
Infrastructure experience with Data Center Operations, Network Admin, Server Operations, Mobile Device Management)
Cloud computing and cloud spaced services including IaaS and SaaS
Six Sigma Green Belt
Agile Path Cloud Computing Reference Model (CC-RM)
