Basic PurposeThe purpose of the Manager, Talent Acquisition, North America (with global reach) is to attract talent to NSF that enables us to protect and improve human health. The manager oversees the Talent Acquisition operation for North America (U.S. and Canada) with a global reach over data, systems and reporting, as part of the Global Talent Management Center of Expertise (COE). This position plays a critical role in HR transformation within a successful, growing, and complex organization.This position works closely with Human Resources Business Partners (HRBPs) and business leaders to attract and retain talent. Leading this work while developing one team with internal and external partners to achieve our goals is a critical aspect of this role. Principal AccountabilitiesKey Job Responsibilities include but not limited to:•Leads the North American talent acquisition operation, including leading the internal team (2 Talent Acquisition Partners) and the external team (Recruitment Process Outsourcing (RPO) Partners) to achieve talent acquisition goals for North America. The North America operation includes a high volume of various, complex open positions, and includes hiring of employees, independent contractors, interns, and temporary hires.•Oversees the implementation and management of the global applicant tracking system, Taleo. Leads communication, change management, training and coaching, and accurate data and reporting for Taleo with assistance with COEs and HRBPs.•Leads global data and reporting for talent acquisition, owning the talent movement dashboard with assistance from the COE Manager of Talent Information, Reporting and Systems (HRIS) and HRBPs.Creates and shares reporting on open global positions, talent movement, direct hires and independent contractors, and North America sourcing to budget to "tell the story" of global talent acquisition for senior leaders.•Accountable for U.S. compliance with all employment regulations and laws related to talent acquisition and internal placements, including work visa activities and ownership of accurate data and reporting for NSF as a government contractor, including Affirmative Action Program (AAP), Office of Federal Contract Compliance Programs (OFCCP) and achievement of goals in partnership with RPO and HRBPs.•Coaches, provides feedback, and develops the talent acquisition team, encouraging communication, alignment, and collaboration to drive high performance. Motivates and manages the team to achieve goals at an individual and organizational level.•Leads the implementation of talent acquisition process improvements for North American operation aligned with global needs, partnering with the full Global Talent Management COE team and HRBPs.Processes should improve candidate experience and key metrics including days to fill, quality of hire, retention, and process improvements.•Manages all practices, processes, partners and vendors in
