Job Purpose

Perform quality assurance/control and safety oversight of the Building Operations Support team, including the MEP and custodial subcontractors, vendors, and IDIQ projects. Primarily help ensure compliance with the contract (Performance Work Statement and Performance Requirements Summary), be innovative and resolve problems, and continuously drive improvement.

Essential Duty #1 Conduct internal audits/investigations to include QA and safety of subcontractors (especially the MEP subcontractor) and vendors (e.g., elevator and escalator maintenance; security doors, turnstiles and gates; roadway maintenance, etc.), plus grounds, carpentry work, and IDIQ projects. Ability to drive continuous quality improvement in a service environment and enhance the safety program. Strongly and proactively support the BOS vision and quality objectives.

Essential Duty #2 Manage Quality Management Software or database (ability to attend training and quickly become a proficient user of the software features and capabilities; position will likely require this person to train other users on basic use of the software).

Essential Duty #3 Participate in various internal quality assessments/investigations; analyze trends; maintain records and audit documentation; assist in the training of non-quality staff for the overall improvement of the quality management system; and other duties as assigned.

Essential Duty #4 Periodically evaluate the status of programs and recommend improvements. Independently write reports clearly and accurately so issues are easily understood by both a technical and non-technical audience.

Essential Duty #5 Assist in the inspection of fire extinguishers, eye wash stations, emergency showers, plus environmental tours; and assist in the investigation of incidents and activities as directed. Some assistance in maintaining safety/environmental records and files; research contract referenced compliance documents; assist in the tracking and control of Safety Data Sheets.

Additional Duties and Responsibilities

Drive continuous quality improvement in a facilities management service environment by recommending process improvements. Assist in the quality assurance and quality control in functional areas and participate in “Leadership Walkthroughs”. Apply solid working knowledge of ISO 9001:2015 to help ensure SSI at the Mark Center maintains its certification. Utilize Maximo (a computerized maintenance management system (CMMS)); respond to unforeseen situations needing an initial response and assessment. Performs other duties as assigned by supervisor or designated individual. Participate in all other training required by funding source(s) and/or the Corporation such as Human Rights training.

Education, Experience, Certifications and Licensures

Bachelor degree preferred; five (5) or more years of experience in quality control/assurance and safety including at least three (3) years on on-the-job experience in the inspection of building mechanical systems (e.g., boilers, chillers, power systems, fuel oil system, emergency power, lighting system, power system, chilled water and heating hot water systems; etc.). Project management experience is an asset as well as construction safety experience. Practical experience maintaining and repairing building mechanical systems and/or electrical systems highly preferred (e.g., experience as a boiler and refrigeration technician). Experience in facility maintenance/management highly preferred. Obtain and maintain HazWoper certification, CPR & AED (w/in 60 days of hire if not current when hired), OSHA 511 or OSHA 510 a plus, and able to obtain CQT certification within six months of hire (from the American Society for Quality (ASQ)) if the candidate doesn’t already have it.

Knowledge, Skills and Abilities

Training and experience in quality assurance and control, plus performing inspections and audits in facility management services or construction; experience ensuring workers comply with safety standards (construction or facility services); solid working knowledge of ISO 9001:2008 (9001:2015 is a plus); strong knowledge of OSHA regulations; very strong organizational skills (e.g., ability to organize – paper & electronic – records so others can easily retrieve them); manage multiple diverse projects at one time; establish new processes; track and monitor progress and establish systems for doing so; highly proficient in Microsoft Office Suite (e.g., Word (includes tables), Excel (includes pivot tables), and PowerPoint, scheduling meetings and events within MS Outlook); creating charts, graphs and tables and ability to analyze them and draw conclusions from them; ability to attend training and quickly become a proficient user of the software features and capabilities of Quality Management System software; analytical skills; high attention to detail is essential; excellent communication skills (written and verbal; able to communicate clearly and concisely; ability to develop and be comfortable giving presentations) and interpersonal skills (ability to put people at ease, build trust, and able to get complete and detailed answers to questions asked); research and computer skills; good fact-finding skills; ability to take initiative and show resourcefulness; team oriented and flexible; strong math skills (multiplication, division, addition and subtraction, basic algebra); ability to analyze complex documents such as spreadsheets and procedure manuals; read blueprints and drawings; analyze graphs and tables; monitor trends; ability to perform in a fast-paced work environment and manage a variety of task simultaneously with efficiency (a large and diverse workload with challenging situations); and a strong sense of customer service.
